Financial Management Analyst
Job Description
Akima, LLC is seeking a Financial Management Analyst to support the Air Force Nuclear Weapons Center (AFNWC) Headquarters Management and Administrative Support Services (H-MASS) contract at Kirtland Air Force Base. This on-site role backs the AFNWC Financial Analysis & Accounting Division with funds management, financial analysis and reporting, forecasting, reconciliation, and recommendation support, while maintaining compliance with fiscal laws and funding policies.
What you’ll do
- Ensure reviewed activities and documents comply with applicable fiscal laws and funding policies, including the Purpose Statute, Bona Fide Needs Rule, Anti-Deficiency Act, and DoD Financial Management Regulation (FMR) 7000.14.
- Research legal and regulatory guides to obtain and provide information on the propriety of using funds for specific purposes.
- Manage and utilize the AFNWC Financial Management Records Plan to support proper disposition, filing, and easy access to financial documentation and official correspondence.
- Prepare and compile office correspondence, coordinate timely responses for taskers, and create briefing charts.
- Collect, track, maintain, and update data; prepare one-time and recurring reports as required; and provide forms management support.
- Support financial management recommendations and reporting to the AFNWC/FM Financial Analysis and Accounting Division, validating the integrity and accuracy of financial data in government accounting systems without performing inherently governmental functions.
- Monitor use and expenditure rate of budgeted funds by reviewing accounting records and maintaining ongoing dialogue with program managers, senior leaders, and staff to support timely, proper execution of funds.
- Conduct research and trend analysis to identify variances from annual work plans and maintain reports on the status of funds, expenses, and obligations.
- Assist in forecasting for 100% of funded requirements, reporting status, changes, and anomalies, and analyzing fund execution to identify potential funding sources or shortfalls.
- Support budgetary adjustments for unanticipated program operational changes, identify reprogramming actions requiring prior approval, and route them to appropriate Government officials.
- Conduct trend analysis and provide recommendations for transfer of funds between object class and line-item accounts under the same appropriation or allotment.
- Assist with preparation, review, and research of funding documents, reconcile and update complex reports, resolve discrepancies across multiple line items, and verify, enter, and adjust budgetary data across required forms and schedules.
- Provide financial analysis and recommendation support for program management reviews, budget drills, and meetings, including research and production of financial status reports.
- Develop and refine specialized spreadsheets and financial models to improve accuracy and efficiency, and coordinate with other AFNWC Directorates to support financial decision-making.
Qualifications
- Active SECRET security clearance required for consideration.
- Bachelor’s degree from an accredited institution in Finance, Accounting, Business Administration, or a related field.
- Master’s degree in a relevant field is highly preferred.
- 2+ years minimum experience; 5+ years relevant experience is highly preferred.
- At least two (2) years of experience working within an acquisition program office.
- Excellent communication skills, including the ability to create briefing charts, training materials, and procedural guides, and to collaborate with directorate-level staff.
- In-depth, practical application of fiscal laws and policies including the Purpose Statute, Bona Fide Needs Rule, and Anti-Deficiency Act in accordance with DoD Financial Management Regulation 7000.14.
- Experience generating and maintaining comprehensive financial reports, including Status of Funds and forecasting reports.
- Ability to reconcile and update complex accounting reports, resolving discrepancies across numerous line items.
- Hands-on experience with CCaRs, DEAMS, AFM, FASTR, and ASARS.
