OPAL Community Land Trust seeks a seasoned Director of Finance and Operations to lead the organization’s finance and operations functions. The role directs financial analysis, budgeting, reporting, risk management, outsourcing decisions, and staff development across finance, information technology, human resources, and grant compliance.
Responsibilities
- Supervise staff and contractors handling accounting functions including receivables, payables, payroll, analysis, and grant draw submissions.
- Maintain GAAP-compliant entries in the accounting system with timeliness and accuracy.
- Process vendor payments promptly and accurately.
- Account for all receipts, including grant reimbursements, donor contributions, donor pledges, and loan receivables, in collaboration with the Housing Director.
- Keep electronic and paper files complete and up to date, especially documents establishing OPAL’s interest in property such as deeds, covenants, title papers, leases, promissory notes, deeds of trust, and grant agreements, in conjunction with program staff.
- Design and implement process improvements and adopt best practices to increase efficiency and productivity.
- Produce monthly and quarterly financial statements for managers, neighborhood treasurers, and the board of trustees.
- Foster a culture of continuous improvement within the finance team.
- Oversee annual audit preparations with the objective of achieving a clean audit with no findings.
- Develop budgets and projections, including budget-to-actual analyses, cash flow, and loan repayments.
- Prepare quarterly financial reports for the Board of Trustees and annual financial statements for the Annual Report.
- Establish benchmarks to measure financial and operating performance, including Net Income, Retained Earnings/Equity, cash reserves, and contingency funds.
- Review and monitor OPAL’s risk management practices and insurance coverage.
- Co-staff liaison with the Executive Director to the Board Finance Committee.
- Recommend short- and long-range financial goals and objectives for the board of trustees.
- Monitor the investment portfolio and report portfolio performance to the Finance Committee.
- Oversee debt financing and debt service payments, including internal loans.
- Monitor cash flow and prepare cash flow projections with sufficient forecasting to enable timely corrective actions.
- Develop, monitor, and revise internal procedures to operationalize board-adopted policies for accounting, finance, HR, and IT.
- Maintain a filing system for executive director approved procedures accessible to appropriate staff and organized by areas of responsibility.
- Collaborate with staff and the Executive Director to monitor, evaluate, and recommend changes to policies adopted by the Board of Trustees.
- Oversee recruitment, onboarding, benefits education, performance evaluations, and employee separations in coordination with consultants as needed.
- Coordinate periodic evaluation of wages and benefits to keep OPAL’s compensation competitive and advise the executive director on recommendations.
- Ensure that all staff have performance evaluations in line with board policies.
- Work with consultants to automate HR and payroll processes, maintain cost-center-based time-keeping, and ensure compliance with current laws and regulations.
- Collaborate with consultants to ensure staff have the equipment needed to perform their duties and to manage cloud-based applications and systems, including MS 365, Salesforce, HomeKeeper, Public House, Byte, Adobe, Mail Chimp, web hosting and security, and other operating systems.
- Review grant contracts terms prior to Executive Director signature and identify staff responsible for functions under the grant.
- Oversee the preparation of financial reports and the submission of documents necessary to draw funds from grantors, utilizing existing staff or outsourced professionals as needed.
- Support program staff with filing annual compliance reports to funding agencies by providing budgets and cost reports as required.
Requirements
- Minimum ten years of professional experience in nonprofit finance, accounting, budgeting, and cost control; CPA is a plus but not required.
- Experience with dual-entry accounting enterprise systems; familiarity with MIP is preferred but not required.
- Strong cloud computing skills with MS 365, Teams, SharePoint, Word, Excel, and PowerPoint.
- Experience with database management; Salesforce experience is preferred but not required.
- Ability to research, interpret, and apply GAAP and federal and state financial regulations.
- Skill in analyzing financial data and preparing reports, statements, and projections.
- Experience leading short- and long-term budgeting and forecasting efforts.
- General knowledge of human resources practices and procedures, with reliance on consultants for current HR expertise.
- Professional written and verbal communication and interpersonal skills.

Location
Eastsound, Washington with a hybrid work arrangement. The role is based at OPAL’s Eastsound office, with an option for regular remote work. Ideally, the Director of Finance and Operations would reside on Orcas Island.
Work Conditions and Physical Demands
Work is performed indoors. The role requires sitting for extended periods, with occasional standing or walking on level surfaces. Lifting up to 10 pounds may be required. Use of PC, printer/copier/scanner, calculator, and filing of documents is common. Hearing and speaking are needed for telephone and electronic meetings.
Pay
Salary: USD 125,000.00 – 135,000.00 per year.
Work Location
In person at OPAL’s Eastsound office, with regular remote work possibility.
