The Primary Health Network seeks a Chief Financial Officer to lead financial strategy and day-to-day management from its Sharon, PA campus. The role oversees financial administration, accounting, billing and reimbursement, and reporting, reporting directly to the Chief Executive Officer and the Board.
Responsibilities
- Develop and implement financial policies and procedures to ensure compliance with applicable laws and regulations.
- Oversee the preparation of the annual operating and capital budgets.
- Coordinate budget preparation across departments, assess propriety, and present budgets to the appropriate bodies.
- Supervise payroll processing, purchasing, procurement, accounts payable, and all accounting functions within the Finance department.
- Act as Fiscal Officer for all grant awards, including HRSA grants.
- Prepare or review federal, state, local, and private grant awards and related budgets and project requirements.
- Review and approve PHN's Uniform Data System (UDS) annual filing and assist with UDS preparation as necessary.
- Supervise grants management staff.
- Prepare and present financial statements in accordance with generally accepted accounting principles (GAAP) in the United States.
- Assist finance and accounting staff with month-end close processes, including journal entries, GL reconciliations, variance analysis, and report reviews.
- Ensure financial statements and accounting records are accurate for examination by independent auditors; serve as the primary liaison between external auditors and PHN management.
- Oversee federal and state tax reporting and filing obligations and manage correspondence with taxing authorities.
- Ensure compliance with leasing, banking, and long-term debt arrangements; act as the principal contact with financial institutions and hold authorized signatory responsibilities.
- Ensure proper preparation and filing of Medicare and Medicaid cost reports, and any other required third-party payor reports.
- Oversee the Billing & Reimbursement department to ensure financial sustainability and regulatory compliance; directly supervise the Director of Billing & Reimbursement.
- Review billing, collection, and reimbursement trends to identify areas for corrective action.
- Develop financial models and projections for new services, clinics, locations, or modifications to existing services.
- Present the current financial status at monthly Board of Directors meetings and participate in Finance Committee and other committees as needed.
- Collaborate with PHN senior management and departments to fulfill the duties of the position.
- Participate in PHN community events, professional development activities, and professional affiliations.
- Perform other duties as assigned by the Chief Executive Officer.
Requirements
- Bachelor's degree in accounting or a related field is required; a Master’s in finance or accounting and/or a CPA designation is preferred.
- Minimum five years of experience in healthcare financial management.
- FQHC/CHC and nonprofit sector experience is required.
- Experience with healthcare billing, federal grants management, and budget management is required.
- Strong written and verbal communication skills, with initiative, judgment, discretion, and sound decision-making abilities.
- Ability to identify and resolve accounting and financial management issues.
- Demonstrated leadership, team management, and interpersonal skills.
- Experience working with a wide range of software platforms to oversee organizational financial management.
