Innovative Technologies Corporation (ITC) is seeking a Senior DoD Finance Manager for a proposal bid. The position is expected to be based onsite in Linthicum Heights, Maryland, with an estimated award in April 2027 supporting DC3 programs.
Role Overview
This role will support proposal-related financial planning by analyzing budget execution and producing PPBE planning products. Responsibilities include building resource forecasts and developing financial reports aligned to Government decision-making needs for DC3 program activities.
Key Responsibilities
- Produce budget execution analytics, including obligations versus plan, burn rates, and anomaly identification.
- Maintain financial data matrices that map manpower, procurement, Research, Development, Test, and Evaluation (RDT&E), and Operations and Maintenance (O&M) lines.
- Maintain traceability between program requirements, funding lines, and appropriation categories to ensure a consistent framework for Government decision-making.
- Prepare draft inputs for Program Objective Memorandum (POM) documentation, Future Years Defense Program (FYDP) change analysis, and Unfunded Requirements (UFR) documentation.
- Create five-year resource projection models using Government parameters, presented by January 31 each year (Section 4, Deliverable 9).
- Analyze appropriation guidance to identify constraints and produce resource shortfall quantification tables and potential offset strategies.
- Use appropriation guidance outcomes to support a Funding Impact Assessment describing operational and timing implications.
Required Qualifications
- Bachelor’s degree and 10+ years relevant experience, or Master’s degree and 8+ years relevant experience, or PhD and 5+ years relevant experience in the areas listed below.
- Demonstrated ability to conduct comprehensive budget and data analysis to inform financial planning and execution.
- Extensive experience with manpower and budgetary databases, including ABIDES, iRMIS, and PBES, to manage and report on financial resources.
- Deep knowledge of the Planning, Programming, Budgeting & Execution (PPBE) process to guide financial decision-making and resource allocation.
- Proven success proactively managing tasks and collaborating with stakeholders across organizational levels to achieve strategic objectives.
- Exceptional organizational and interpersonal skills, including the ability to communicate complex information and build consensus in written and oral forums.
- Strong oral and written communication skills in English.
- Proficiency in Microsoft Office applications: Word, PowerPoint, Excel, Teams, and SharePoint.
- Willingness to sign a Letter of Intent for this contingent proposal hire.
- Experience supporting a DoD cyber, intelligence, or forensic mission budget.
- Experience preparing audit-ready budget narratives and multi-year resource scenarios.

Compensation & Benefits
Salary: $150,000 to $170,000 per year, based on experience. Compensation includes medical/dental/vision benefits, 10 days PTO, and 7 days sick time (other benefits available).
