Job Description

The State of West Virginia’s Finance Division is seeking a Transportation Financial Specialist 2 to support the DOT P-Card Travel Section in Kanawha County, WV. This is a full-performance, highly specialized role carried out under limited supervision, with a focus on travel expense and procurement card settlement documentation, audit readiness, and transaction review.

Working in an onsite capacity, the position includes reviewing and maintaining travel and card documentation, processing procurement card administration requests, and correcting payment request issues. The specialist will also provide statewide assistance to cardholders and sub-coordinators and may act for the Transportation Financial Specialist Senior in their absence.

Key Responsibilities

  • Audit, approve or reject, pay, and maintain settlement forms and related documents for travel expense reimbursement, including Travel Expense Reimbursement (TVE) and Travel Authorization (TRAUTH), and materials submitted within E-travel (TRER), with related assistance.
  • Create and process Procurement Card Administration (PCC) document requests for both new and existing P-Card maintenance.
  • Review, audit, and pay P-Card transactions listed on the Unprocessed Procurement Card Activity (PRCUU) table.
  • Correct Purchasing- Card Payment Request (PRCC) errors.
  • Run reports and create or maintain spreadsheets to support processing and documentation needs.
  • Ensure cardholder training is completed and maintained.
  • Provide assistance to cardholders and sub-coordinators across the state.
  • Locate and provide transaction documentation and assistance for audits upon request, along with other required duties.
  • Act on behalf of the Transportation Financial Specialist Senior in their absence.
  • Perform related work as required.

Required Qualifications

  • Bachelor’s degree from a regionally accredited college or university.
  • Two (2) years of full-time or equivalent part-time paid experience in accounting, bookkeeping, payroll, or a related field.
  • Substitution option: experience in accounting, bookkeeping, budget, or business may be substituted for required training or education through an established formula.
  • Substitution option: successful completion of graduate coursework from a regionally accredited college or university may be substituted for the required experience through an established formula.

Additional Information

  • Classified-exempt and “at will”.
  • Reports to the Finance Division.
  • Supports the DOT P-Card Travel Section.
  • Salary range: USD 46,294 - 66,244 per year.

Preferred Qualifications

  • Promotional Only: Two (2) years of full-time or equivalent part-time paid experience as a Transportation Financial Specialist 1.
