WMATA Manager, Financial Analyst

RM Advisory Services (RMAS) is seeking a part-time Financial Analysis Manager to provide senior oversight and decision-support for financial planning and analysis activities supporting WMATA. This role operates on an onsite basis in Alexandria, VA and is expected to require approximately 10 hours per week.

Role Overview

The Financial Analysis Manager will act as a trusted senior resource, reviewing deliverables for quality and accuracy and providing guidance that strengthens forecasting, scenario modeling, affordability analysis, and related analytical work. The engagement includes coaching and direction for the Financial Analyst supporting the workstream.

Key Responsibilities

• Provide senior-level guidance and direction to the Financial Analyst supporting the engagement.
• Review financial models, forecasts, analyses, and project deliverables for quality, accuracy, and completeness.
• Guide financial forecasting, scenario modeling, affordability analyses, and other decision-support efforts.
• Challenge assumptions, methodologies, and conclusions when appropriate, and translate complex financial information into clear insights.
• Support resolution of project-level financial or analytical issues, and interface with WMATA stakeholders regarding priorities and deliverables.
• Coach the analyst and help ensure work products are professional, consistent, and decision-ready.

Required Qualifications

• Bachelor’s or Master’s degree in Finance, Accounting, Economics, Business, Public Administration, or a related field.
• Approximately 8-12 years of relevant professional experience.
• Strong background in financial analysis, budgeting, forecasting, financial planning, or management reporting.
• Experience reviewing or overseeing sophisticated financial models and analytical work.
• Ability to critically assess financial information, identify risks and inconsistencies, and recommend opportunities for improvement.
• Strong written and verbal communication skills, including the ability to communicate effectively with senior stakeholders.
• Experience guiding analysts or other financial professionals; public-sector, transportation, government, or complex program experience is especially valuable.
