Job Description
The City of Schenectady invites qualified applicants for the role of Deputy Commissioner of Finance, a senior leadership position within the Finance Department. This onsite role oversees financial accounting, reporting, internal controls, and budget development under the Commissioner of Finance, contributing to the city’s fiscal strategy and day-to-day operations in Schenectady, New York.
Overview
Salary: USD 100,000 per year
Location: Schenectady, NY (onsite)
Minimum experience: 3 years
Education: Master’s degree in Accounting, Public Administration, Business Administration or Finance
Responsibilities
- Primary responsibility for overseeing and maintaining the financial accounting system
- Ensures sound accounting practices and internal control procedures are maintained
- Establishes and supervises the maintenance of individual accounts for special projects
- Directs the Accounts and Disbursements, Receipts, and Purchasing Units
- Prepares or oversees submission of reimbursement claims to State, Federal and other funding sources
- Prepares or oversees the preparation of financial reports and statements in compliance with applicable laws, rules and regulations
- Prepares or oversees the annual financial report to New York State
- Supports the Commissioner of Finance and the city’s independent auditor in producing the city’s financial statements
- Assists in developing and managing the city’s annual budget with the Mayor and the Commissioner
- Collaborates with the Commissioner on strategic fiscal management and long-term planning to guide the City’s fiscal condition
- Presents financial items to the City Council for consideration and action
- Responds to requests for information on municipal finances as needed
- Represents the Commissioner of Finance when engaging with the public, City Council, other government agencies and private organizations
- Leads the department in the Commissioner’s absence
- Performs other related duties, including preparing analytical reports as required
Requirements
- Thorough knowledge of the principles and practices of public/governmental fiscal administration, including internal auditing, accounting and fiscal management
- Thorough knowledge of the principles, practices, and terminology of general and governmental accounting
- Thorough knowledge of financial administration including budgeting and reporting
- Good knowledge of office terminology, practices and procedures and business mathematics
- Ability to communicate clearly
- Ability to prepare and analyze complex financial and statistical records, reports and financial statements
- Ability to prepare and present complex oral and written reports clearly and concisely
- Ability to plan and direct the work of others
- Ability to operate a computer terminal
- Ability to perform close, detail work involving considerable visual effort and strain
