Financial Services Budget Execution Analyst

What you get in this on site role with Reithorp Solutions LLC is a competitive annual salary in the range of $155,000 to $186,000, plus a comprehensive benefits package. You will oversee the development, execution, and monitoring of budgets, spend plans, contracts, and financial commitments for a directorate level IC program, serving as a liaison among internal components and USG and IC partners to align financial plans with program goals and IPPBE deadlines.

Responsibilities

• Provide expert insights to analyze and report on a component's financial activities and budget.
• Help craft spend plans and closely monitor financial execution.
• Record and track interagency agreements for Economy Act and other financial transactions.
• Document financial commitments, obligations, and expenses with precision.
• Prepare and process transactions, verify payments.
• Collaborate with stakeholders to execute budgets that align with program goals and optimize resource use.
• Generate detailed budget reports for stakeholders including customer offices, components, and NIP programs.
• Assist in developing budget submissions aligned with strategic goals.
• Contribute to fiscal guidance and implementation schedules for each budget phase, subject to customer review.
• Support IPPBE deadlines and milestones, facilitating customer participation in required processes.
• Maintain a meticulous tracking system for interagency agreements to facilitate seamless financial transactions.
• Resolve outstanding financial obligations and undelivered orders.
• Provide dedicated support to COTRs and the Chief of Staff for their requirements and process inquiries.
• Assist the Sponsor in drafting and refining acquisition policies and instructions.
• Engage in budget analysis, data calls, and portfolio reviews.
• Collaborate with the customer on fiscal program builds for internal components and IC wide programs.
• Develop methods to track spending, execution, commitments, obligations, and expenses for the component.
• Develop strategic program briefs to communicate critical information effectively.
• Conduct budget assessments to ensure balance across functions and disciplines.
• Create talking points briefs and reports for budgets used in interagency forums and working groups.
• Collaborate with USG and IC partners in large interagency forums and working groups to foster coordination.

Requirements

• Active TS/SCI clearance with Counterintelligence (CI) Polygraph.
• Bachelor’s degree in Finance, Accounting, or Economics with 12–15 years of relevant experience, or Master’s degree with 10–13 years of relevant experience.
• Experience in exchange for degree.
• Minimum 7–10 years of government budgeting experience, including 3–5 years within the Intelligence Community.
• Proven expertise in government budget execution activities and a solid understanding of the IPPBE process.
