Financial Services Budget Formulation Analyst
Job Description
Leidos is seeking a Financial Services Budget Formulation Analyst to support the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE) for IC/NIP efforts.
- Provide expert guidance and develop reports for component budget and financial activities
- Support budget program execution to ensure alignment between available resources and programmatic goals
- Produce budget reports for customer offices, components, and NIP programs, including funding and activity summary profiles
- Assist with the development, review, and response to budget exercise submissions in support of organizational strategic goals
- Contribute to fiscal guidance and implementation schedules for each budget phase, subject to customer review and acceptance
- Help develop Standard Operating Procedures (SOPs) and recommend process enhancements
- Support budget analysis, financial data calls, and portfolio reviews
- Assist customers with developing and evaluating fiscal program builds for internal components and IC-wide Programs
- Draft narratives, vignettes, and inputs for the Congressional Budget Justification Book (CBJB) submitted to Congress
- Support CBJB development and production for National Intelligence Program missions of interest, special topics, and related sections
- Create and deliver talking points, briefings, products, reports, and congressional directed action responses for NIP topics to large interagency forums and working groups
- Assess the IC budget across cross-functional areas and disciplines
- Participate in the full lifecycle of intelligence planning, programming, budgeting, and evaluation
- Collaborate with USG and IC partners through large interagency forums and working groups
- Collect and analyze financial reports and data calls through strategic portfolio reviews
- Track congressional legislation and assess impacts to the NIP budget
- Develop and produce SOPs and provide training to customers
- Develop cost-benefit trade-offs and investment strategies for the NIP budget
Requirements
- Current and active TS/SCI Clearance with Polygraph
- BA degree in a pertinent field (Finance, Accounting, or Economics) with a strong academic foundation, plus either:
- 12–15 years of prior relevant experience
- or a Masters degree with 10–13 years of prior relevant experience
- Minimum 7–10 years working in government budgeting, including 3–5 years within the Intelligence Community
- Proven expertise in government budget formulation, with strong familiarity of the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE)

Compensation
- Pay range: USD 116,350 - 210,325 per year
