HCD Financial Analyst IV (C26022) (Fund Analyst)

A contractual Fund Analyst role within the Department of Housing and Community Development, Division of Finance and Administration, oversees a $187 million portfolio across venture capital, loan participation, loan guarantee, collateral support, and capital access programs. The position requires cross unit coordination and expertise in accounting, GAAS, and the Sarbanes-Oxley Act, with onsite work in Lanham, Maryland.

Responsibilities

• Servicing of a $187 million portfolio of venture capital programs, loan participation programs, loan guarantee programs, collateral support programs, and capital access programs provided by the Small Business Credit Initiative.
• Coordinate data from many units in the Department requiring an understanding of multiple technical areas including accounting, GAAS, and Sarbanes-Oxley Act of 2002.
• Apply knowledge of capital markets, mortgage products and execution methodologies, and underwriting.
• Asset management, grant/loan agreements and required stated and federal reporting.
• Debt management and compliance to State and Federal regulations and loan servicing.

Requirements

• Bachelor’s degree in Finance, Business Administration, Economics, Accounting or related field from an accredited college or university.
• Four years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.
• A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.
• A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.
• Candidates may substitute one year of professional financial analysis experience for 30 credits on a year-for-year basis for the required education.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.

Benefits

• Contractual employees may be eligible for subsidized health benefits coverage for themselves and their dependents, with the employee paying 25% of premiums and the State subsidizing 75%.
• Optional dental coverage and accidental death and dismemberment insurance are available but require the employee to pay the full premium.
• Leave may be granted to a contractual employee who has worked 120 days in a 12-month period; leave accrues at one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

Licenses, Registrations and Certifications

Employees in this classification may be assigned duties requiring operation of a motor vehicle. A motor vehicle operator’s license valid in the State of Maryland is required if such duties are assigned.

Salary

Compensation is offered at USD 44 - 47 per hour on a contractual basis.
