Job Description

Salas O’Brien, Inc. is hiring a Senior Financial Analyst to deliver Planning, Programming, Budgeting, and Execution (PPBE) support for the U.S. Department of Energy’s NNSA Office of Stockpile Modernization (NA-125). This full-time position supports the Hard and Deeply Buried Targets (HDBT) Defeat Program through financial planning, project controls, performance management, and budget formulation and execution. The role is onsite in Albuquerque, NM.

In this capacity, you will maintain multi-year financial models, evaluate funding allocations across national labs and plants, and support stakeholder coordination with federal and contractor teams. You will also prepare budget documentation for federal submissions, develop executive briefing materials, and support inquiries from Congressional and OMB audiences.

Key Responsibilities

  • Maintain multi-year financial models for the Five-Year Nuclear Security Program, including budget narratives and funding tables for federal submissions, plus executive briefings and trend and forecast analysis for funding needs.
  • Monitor funding allocations at national labs and plants; prepare funding documentation and recommendations, review contractor plans, costs, and finances, identify and highlight variances, and support reconciliation.
  • Analyze EVMS metrics and IMS performance; conduct funding site split and cost plan analysis and assessments; track production milestones and evaluate progress against baselines.
  • Draft responses for Congressional and OMB inquiries, develop dashboards and briefing materials, and review databases while maintaining procedures and documentation.

Required Qualifications

  • Bachelor’s degree in finance, accounting, business, program management, or a related discipline.
  • Active Q or Top Secret security clearance.
  • 5 or more years of experience supporting federal budgeting, project controls, defense programs, or contractor finance.
  • Advanced Excel skills, including pivot tables, XLOOKUP/VLOOKUP, and complex formulas.
  • Federal systems software experience.
  • Skills in the PPBE process and cost analysis.
  • Excellent communication skills.

Preferred Qualifications

  • Master’s degree.
  • NNSA experience.
  • Knowledge of Stockpile Modernization.
  • Phase 6.X lifecycle experience.
  • Familiarity with DOE sites, plants, or laboratories, such as Sandia, Los Alamos, Livermore, Y-12, Pantex, or Kansas City Campus.
  • Earned Value Management (EVM) experience.
  • Estimate at Completion (EAC) experience.

Compensation and Benefits

  • Expected base salary range: $125,000 - $155,000 per year.
  • Actual compensation is determined based on factors including skills, experience, qualifications, and location.
