Senior Financial Analyst
Job Description
Culmen International LLC is seeking a Senior Financial Analyst to provide SETA support for the Research Directorate at the National Geospatial-Intelligence Agency (NGA) in Springfield, VA. This onsite role supports R&D program planning, budget building, acquisition support, and financial execution, with a focus on properly executing RDT&E and O&M funding for Research-related work and associated financial documents.
Working within the Research Directorate environment, you will support financial execution across internal and external funding vehicles, help prepare key purchase request documentation, and assist with coordination and compliance activities tied to funding acceptance, timelines, and required obligation support.
Key Responsibilities
- Apply knowledge of Financial Management Regulations, the Federal Acquisition Regulations (FAR), DoD Federal Acquisition Supplement (DFARS), and internal NGA policies and procedures to execute RDT&E and O&M funding for Research.
- Ensure compliance with appropriation guidance and severability policy when executing funding on Federal Assistance Agreements (grants and Cooperative Agreements), various contract types, OTs, and other vehicles used by Research organizations.
- Perform financial execution support to enable timely commitment, obligation, and expenditures of funds through both internal and external vehicles.
- Create, edit, and review Military Intergovernmental Purchase Requests (MIPRs) and Air Force Form-9 (AF-9s) (NGA Purchase Requests (PRs)) for funding execution.
- Support development of related MIPR/AF-9 documentation, including Determination and Findings (D&Fs), Independent Government Cost Estimates (IGCEs), and SOWs, SOOs, or PWSs.
- Assist with development of Interagency Agreement (IAA) components including FS Forms 7600 As and Bs, plus conversion of MOAs and IAAs to FS Forms 7600 As/Bs in accordance with DODI 4000.19 and NGA policies.
- Coordinate with external Government agencies to support funding execution by providing advanced communication on timelines and acceptability of funding by type, year, and severability, including follow-up on DD448 and DD448-2 receipt and supporting documentation for obligation of funding.
Minimum Requirements
- Active Top Secret clearance
- Willingness to sit for a CI Poly
- Bachelor's degree
- 15 years work experience
Compensation
- USD 106,308 - 132,885 per year
- Projected compensation range reflects factors including location, education, knowledge, skills, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements
- The estimate represents the typical salary range and is one component of Culmen's total compensation package
