Job Description
The Metropolitan Transportation Commission seeks an Associate, Budget and Grants Financial Analyst in Beale AFB, CA (hybrid) to prepare and monitor operating and capital budgets, perform complex financial analyses, and oversee grant administration from application through closeout. This role collaborates with agency sections and program staff to support budgeting, financial management, and policy development.
Compensation
Salary: USD 59 - 80 per hour
Responsibilities
- Prepare and maintain the agency's annual operating and capital budgets, ensuring accuracy, alignment with strategic priorities, and timely revisions.
- Track expenditures, generate reports, perform variance analyses, and collaborate with project managers and program sections to resolve issues and propose corrective actions.
- Conduct monthly, quarterly, and year-end financial analyses and support the close process, including reconciliations and management reporting.
- Carry out variance and scenario analyses, identify drivers of performance, and explain budget deviations.
- Offer analytical input for policy decisions, board agenda items, and the development of financial strategies.
- Provide end-to-end grant administration support from pre-award to closeout, including grant applications, budget preparation, compliance monitoring, reporting, tracking reimbursable costs, financial management, and project closeout.
- Ensure adherence to Uniform Guidance (2 CFR Part 200) and applicable federal, state, and local requirements; assist with audit readiness and responses.
- Assist in developing, implementing, and continuously improving budgeting, financial management, grants management, and internal control policies and procedures.
- Maintain current tracking of contracts, purchase orders, and grant budgets; identify variances and funding gaps and propose solutions.
- Build and sustain collaborative relationships with project managers, other departments, and external stakeholders.
- Prepare and present concise analyses and recommendations for executive leadership, committees, and the Commission or Boards.
