Job Description
Director of Finance leads Strafford County's accounting, budgeting, internal controls, financial reporting, and grant management from an on-site role in Dover, NH.
Responsibilities
- Coordinate and guide all Department Heads and Elected Officials to independently prepare and present departmental and line-item budget information in a coordinated, systematic manner, delivering an all-funds, GAAP-based county budget.
- Establish and maintain a Chart of Accounts for all funds aligned with New Hampshire Department of Revenue Administration guidance to detail transactions and balances for periodic GAAP-based financial statements.
- Develop and sustain a GAAP-based financial reporting system that yields monthly General Purpose Statements, with written documentation of procedures for the central office and decentralized areas.
- Create and manage an internal controls framework covering environment, accounting systems, and procedures to ensure reliable recording, processing, summarizing, and reporting of financial information.
- Coordinate internal controls over compliance with Federal, State, and County laws, addressing general and specific requirements of OMB Circular A-128, GAO guidance for federal financial assistance when applicable, NH statutes, and county regulatory law.
- Develop and maintain an integrated county-wide information reporting system, including hardware, software, support, and training decisions, with interfaces to independently Elected Officials as needed.
- Supervise central business office accounting personnel, establish written job descriptions, and develop accounting policies and procedures, including period-end closing checklists.
- Provide coordination and assistance to all County officials and management on accounting and finance reporting matters.
- Oversee year-end accounting procedures and the timely preparation of GAAP-based financial statements for external audits; support outside auditors with detailed general and subsidiary ledgers.
- Monitor all County insurance accounts (medical, dental, life and disability, property and liability), evaluate costing options, and track expenses.
- Supervise costs for the County’s four bargaining units, advise on costing options for negotiations, and oversee implementation of contract cost items.
- Track GASB pronouncements to ensure ongoing compliance and up-to-date accounting standards.
- Supervise billing and collection of all County revenues, including Riverside Rest Home Medicaid, Medicare, insurance, residents, and Strafford County House of Corrections; manage aging of receivables.
- Oversee financial documentation and compliance for private, state, and federal grant programs as described in OMB Circular A-133, handling grant applications, reimbursements, and financial reporting.
- Monitor cash flow and advise the County Administrator and County Commissioners on borrowing timelines and needs.
- Collaborate with the County Treasurer and banking institution to secure financing via Tax Anticipation Notes, Bond Anticipation Notes, Capital Improvement Bonds, and General Obligation Bonds; manage investment of proceeds from borrowings.
- Stay informed on changes to federal and state legislation affecting County finances and operations to ensure ongoing compliance.
Requirements
- Bachelor’s Degree in Business Administration or Accounting (or equivalent).
- 3-5 years in governmental accounting and/or auditing.
- Understanding of governmental GAAP, including full-fund accounting and reporting, and GAAP-based budgeting.
- Experience with large governmental units (preferably $50,000,000 or more) with multiple discipline departments within the major unit.
