Finance Analyst IV
Job Description
Under the direction of the Director of the Department of Finance, this role performs highly complex and responsible budgetary and accounting work for the City of San Diego.
Responsibilities
- Review, develop, and prepare the Citywide budget and monitoring reports
- Perform highly complex or sensitive accounting, including maintaining budgetary, revenue, cost, and other financial records
- Process accounts payable and/or payroll
- Supervise the work of professional staff
- Lead and/or supervise the work of subprofessional and/or clerical staff
- Plan, analyze, and install modifications in financial systems
- Monitor, recommend, and implement internal controls related to financial reporting
- Perform other duties as assigned
Requirements
- Bachelor's Degree or equivalent education (minimum 120 semester / 180 quarter units)
- Four years of full-time professional-level experience in:
- Accounting
- Auditing
- Internal controls
- Developing, administering, and analyzing budgets
- Unit substitution for additional qualifying professional experience (where education is lacking):
- One year of full-time experience = 30 semester / 45 quarter college-level units
- May substitute a Master’s Degree in Accounting, Business Administration, Economics, Finance, Management, Public Administration, or a closely related field for a maximum of one year of required experience
- May substitute a Certified Public Accountant (CPA) License or successful completion of all parts of the CPA written test for a maximum of one year of required experience
- City of San Diego employees qualifying with Out-of-Class Assignment (OCA) experience must submit written documentation signed by their appointing authority or payroll specialist, including:
- Work performed
- Dates
- Total number of qualifying OCA hours
- Provide proof of degree/transcripts if used to meet the minimum requirements
- Provide proof of CPA License or successful completion of all parts of the CPA written test if used to meet the minimum requirements
- Provide proof of Out-of-Class Assignment (OCA) if used to meet the minimum requirements

Screening Process
- Ensure responses are complete and accurate; supplemental question responses will be reviewed using an automated evaluation system
- If successful in initial screening, application review will confirm applicable education, experience, and/or training to meet minimum requirements
- Successful candidates will be placed on a list used to fill vacancies during the next six months (180 days)

Experience Clarification
- Qualifying experience may include collecting and analyzing financial data for activities such as:
- Making financial or economic projections
- Research to develop or justify budgets and/or long-term financial plans
- Preparing financial statements
- Reconciling and balancing accounts
- Providing information for policy, internal financial control recommendations, or business decisions
Location: San Diego, CA (onsite)
Salary: USD 124,092 - 150,800 per year
Minimum Experience: 4 years
