Finance Director
Job Description
Piedmont Triad Regional Council (PTRC) is seeking a Finance Director based in Kernersville, NC (onsite). In this full-time, exempt role, you will plan and organize a grants management and compliance system while shaping the finance strategy that supports the organization’s fiscal operations.
The position emphasizes applying OMB Uniform Guidance, including administrative requirements, cost principles, and audit requirements, then translating those standards into effective reporting, accounting systems, and departmental leadership.
Key Responsibilities
- Plan and organize the grants management and compliance system for the Regional Council.
- Apply Office of Management and Budget (OMB) Uniform Guidance with a focus on administrative requirements, cost principles, and audit requirements.
- Interpret applicable guidance and develop an advanced organizational finance strategy.
- Prepare and present complex, detailed fiscal reports to the Board of Delegates, governing bodies, and state and federal agencies.
- Supervise the development and implementation of accounting systems and procedures, including preparing and interpreting financial reports.
- Plan, organize, and direct subordinate work across specialized areas including accounting, payroll administration, statistical reporting, tax assessment and collection, and investments.
- Build teamwork and maintain productive relationships within the Finance Department, including with department heads, Regional Council staff, member governments, governmental officials, and the public.
- Exercise sound professional and administrative judgment consistently.
Requirements
- Extensive knowledge of OMB Uniform Guidance plus accounting and budgeting principles, including GAAP.
- Thorough understanding of general laws and administrative policies governing municipal financial practices and procedures.
- Knowledge of effective communication principles and practices, orally and in writing.
- Ability to prepare and present complex, detailed fiscal reports to the Board of Delegates, governing bodies, and state and federal agencies.
- Ability to supervise development and implementation of accounting systems and procedures and interpret resulting financial reports.
- Skills in planning, organizing, and directing subordinate employees in specialized finance areas including accounting, payroll administration, statistical reporting, tax assessment and collection, and investments.
- Ability to foster teamwork and maintain harmonious working relationships within the Finance Department and with external stakeholders.
- Consistent use of sound professional and administrative judgment.
- Bachelor’s degree from an accredited four-year institution in accounting, business finance, public administration, or a related field.
- Career-level finance administration experience, including significant supervisory experience of finance professionals.
- Current CPA candidate (Certified Public Accountant).
- Ability to pass pre-employment drug screening and the organization’s background screening process.
- Valid driver’s license required.
Compensation and Employment Details
- Salary: USD 118,220 - 189,152 per year (compensation dependent upon qualifications and experience; also noted as Salary DOQ).
- Pay range: For pay grade 26-27, $118,220 to $189,152, with a job target of $153,686.
- Advancement: PTRC anticipates and budgets for advancement to the job target, and employees may progress beyond the job target.
