Financial Analysis Specialist (DOH/ASD#10779)

The Financial Analysis Specialist provides on-site budget leadership for the Department of Health in Santa Fe, focusing on the preparation of budget requests, the operating budget, and monthly projections. The role involves analyzing projection data from multiple funding streams and ensuring compliance with state and federal budget requirements.

Responsibilities

• Collaborate with fiscal officers across facilities and divisions to develop the Department's budget request.
• Partner with fiscal officers to prepare the Department's operating budget.
• Work with fiscal officers to produce monthly budget projections.
• Analyze complex projection data from multiple funding sources.
• Assist in the preparation and processing of required budget operation functions.
• Apply knowledge of applicable state and federal budget requirements.
• Support the Budget Director and Budget Bureau Manager in ensuring the accuracy, completeness, and timeliness of Appropriation Requests, the Operating Budget, and Budget Adjustment Requests (BARs) from assigned Program Areas and Facilities.
• Provide detailed information to DoH management on the impact of budget developments and decisions on operations and program activities as requested.
• Demonstrate knowledge in preparing internal budget adjustments (IBARs) requests.
• Demonstrate knowledge in preparing external Budget Adjustment Requests (BARs).
• KnowOPBUD 3s and OPBUD 4s; BRFs; Allotment Request Forms; Deficiency, Supplemental Appropriation or Special Appropriation forms.
• Research and compile supporting documentation for external budget adjustment requests submitted to the Department of Finance and Administration (DFA); prepare federal reconciliation grant worksheets, DFA BAR forms and other required forms to meet DFA requirements.
• Collaborate with financial staff, division directors, and program staff on budget matters.

Requirements

• Bachelor's degree in finance, accounting, economics, or business administration.
• Four (4) years of directly related experience in budgeting, accounting, and/or auditing.
• Any combination of education from an accredited college or university in a related field and/or direct experience totaling eight (8) years may substitute for the required education and experience.
• For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
• Must possess and maintain a valid driver's license.

Minimum qualifications

• Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related budgeting, accounting, and/or auditing experience.
• Alternatively, a combination of related education and direct experience totaling eight (8) years may satisfy the requirements.
• For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.

Employment requirements

• Office setting with exposure to Visual/Video Display Terminal use and extensive computer and phone usage.
