Job Description
RBC Incorporated is seeking an on-site Financial Analyst, Journeyman for PMA-290 stationed at Naval Air Station Patuxent River, Maryland. This contract role centers on delivering financial analysis and budgeting support for APN-1 and RDT&E, while actively managing funding within Navy ERP to meet OSD obligation and expenditure benchmarks. The position involves close collaboration with PMA-290 leadership and IPTs to ensure funds are planned, obligated, and expended in accordance with approved documentation.
Responsibilities
- Provide financial analysis and support to the PMA-290 Lead BFM in planning and executing APN-1 and RDT&E budgets.
- Prepare and monitor funding documents and track funding obligations, commitments, and expenditures in Navy ERP (NERP) to satisfy OSD benchmarks.
- Prepare and update Work Assignment Agreements (WAAs).
- Review TWB and SOWs to secure Comptroller approval and ensure funds are executed promptly and properly.
- Coordinate with PMA-290 IPTs and support personnel to ensure funding aligns with the approved TWB.
- Coordinate data collection with IPT leads and financial staff for budget drills, including TAC codes, NERP workload planning, DAR-Q, and Mid-Year reviews.
- Reconcile or research discrepancies in NERP and provide back-up documentation for corrections.
- Collaborate with the NAVAIR Comptroller to ensure necessary documentation is available to execute PMA-290 funds.
- Communicate with field activities receiving PMA-290 funding to obtain acceptance copies for funding and/or obligating documents.
- Create and update Budget and Project Structures via NERP for APN and RDT&E PMA-290 program efforts.

- Experience with APN and RDT&E execution, NERP, and CSPT is required
- BS or BA degree
- 3-10 years of NAVAIR financial management experience (if degree holder)
- No degree and a minimum of 7 years of financial management experience
- A current Secret security clearance is required
