Job Description

Hybrid role in Saint Paul supporting residential and small business utility customers through analysis, litigation support, and expert testimony. You will partner with the division manager and attorneys in the Attorney General’s Residential Utilities Division, contributing to contested utility rate increase requests, public utilities proceedings, civil investigations, and related matters.

What You’ll Do

  • Review and analyze utility filings to identify potential issues for the division
  • Draft written testimony and discovery; review and provide feedback and supporting analysis for briefs, comments, and other written work
  • Analyze and synthesize data into reports for attorneys as needed
  • Conduct research on utility practices, financial issues, and legislation
  • Review utility filings and stay current on utility developments to identify possible matters for Residential Utilities Division (RUD) involvement
  • Draft written comments and support attorneys during public utilities processes
  • Attend PUC agenda meetings to support attorneys
  • Participate in stakeholder meetings related to PUC proceedings
  • Summarize positions and provide updates to the division manager and leadership
  • Support and collaborate with attorneys on contested cases and other matters

Responsibilities in Contested Proceedings

In this position, you will help prepare written testimony, comments, and analysis for cases litigated by attorneys. Depending on the matter, you may take primary responsibility for certain assignments and serve as an expert witness in contested case proceedings.

Required Qualifications

  • Bachelor’s degree (preferably in accounting, finance, economics, engineering, or a related field requiring quantitative analysis)
  • At least 2 years of work experience in accounting, finance, economics, engineering, or a related quantitative field (additional education can substitute for work experience)
  • Knowledge of or willingness to learn investigative techniques, methods, and procedures
  • Knowledge of or willingness to learn public utilities regulation and energy and telecommunications fields
  • Strong organization, planning, attention to detail, and initiative to manage multiple caseload assignments concurrently
  • Excellent verbal and written communication skills
  • Intermediate to advanced proficiency with Microsoft Excel spreadsheets
  • Ability to compile and summarize data and prepare records or reports clearly, logically, and objectively with minimal editing
  • Ability to organize, review, analyze, and summarize large volumes of information
  • Demonstrated ability to build strong working relationships and contribute in a diverse, inclusive, creative, and collaborative environment
  • Proven ability to demonstrate excellent judgment, character, and work ethic

Additional Qualification Paths

  • Advanced degree in a quantitative field (or equivalent work experience) and/or
  • At least 6 years’ experience in accounting, finance, economics, engineering, or related quantitative work
  • Significant knowledge and expertise in related subject matter
  • Demonstrated ability to lead work of others, including training and mentorship
  • Demonstrated ability to create, implement, and update systems, policies, and procedures

Location, Schedule, and Work Environment

  • Saint Paul, MN (hybrid; combination of in-office and telework)
  • Full-time, day shift
  • Monday through Friday
  • Travel required: No

Pay and Position Details

  • Salary: USD 35 to 60 per hour
  • Legal Assistant 7 salary range: $35.92 to $57.95 per hourly; $75,000 to $120,999 annually
  • Legal Assistant 8 salary range: $38.31 to $60.58 per hourly; $79,991 to $126,491 annually
