Program Finance Analyst

Program Finance Analyst role at CACI in Aberdeen Proving Grounds, MD, offering a hybrid work arrangement with on-site presence required at least one day per week.

Responsibilities

• Prepare routine and ad hoc project financial reporting, including 75% Funding Notifications, Estimates to Complete, Estimates at Completion, Forecast and Budget Reports, Invoice Backup Reports, and other client-specific reports.
• Analyze plans, forecasts, actual costs, and variances, communicating trends to the program team, line management, and financial leadership.
• Develop, coordinate, and monitor funding and budget activities.
• Apply government and industry acquisition procedures and policies to ensure regulatory compliance.
• Execute program finance activities such as Funding Requests, De-obligation Requests, Realignments, Military Interdepartmental Purchase Requests (MIPRs), MIPR Acceptances, and Funding Support Agreements (FSA) for submission to the Division Budget Analyst.
• Prepare project financial documents and status reports.
• Provide technical budget support as the budget information source for various appropriated and reimbursable accounts.
• Maintain an MS Excel financial workbook and update SharePoint files to keep budget data current.
• Adjust a wide range of appropriated fund accounts to reflect budgetary transactions.
• Determine proper accounting classification and appropriations by object class, fiscal year, and resource element.
• Contribute to annual budget submissions and collaborate with the client to recommend funding allocations.

Requirements

• Active Secret clearance with eligibility to upgrade to TS/SCI.
• Bachelor’s degree with 3+ years of experience, or Associate degree with 7 years, or High School diploma with 9 years of experience.
• Experience supporting financial analysis requirements on US government DoD contracts.
• Expert proficiency in Microsoft Excel.
• Strong analytical abilities and subject-matter knowledge spanning all aspects of financial management.
• Experience with federal funding regulations, types of appropriations, and related federal funding regulations.

Qualifications

• Detail-oriented with the ability to multitask and respond quickly to changing priorities.
• Knowledge of established guidelines and procedures to maximize the utilization of available funds.
• Familiarity reading contract funding mods, MIPR lines of accounting, and GFEBs reports.
