Job Description

The Public Finance Associate supports municipal debt financing initiatives for public agencies by providing analytical support, coordinating project deliverables, and assisting with regulatory compliance within the Advisory Services team. The position is hybrid and based in the Salem/Tigard area in Oregon.

Role Overview

In this role, you will help move public financing projects from early data gathering through closing. Responsibilities include building schedules and documentation, analyzing budgets and debt structures, supporting disclosure and regulatory reporting, and serving as a reliable point of contact across clients, advisors, legal counsel, and financing partners.

Key Responsibilities

  • Assist with planning, structuring, and executing municipal debt financings for public agencies.
  • Support financing projects from initial data gathering through closing.
  • Help develop financing schedules, term sheets, closing documents, and project timelines.
  • Coordinate project activities and communications among clients, advisors, legal counsel, and financing partners.
  • Analyze financial data, budgets, debt structures, and repayment scenarios.
  • Prepare reports, spreadsheets, and financing models using Excel and specialized public finance software.
  • Assist with bond rating reviews, insurance evaluations, and analyses of financing options.
  • Verify financial information and ensure the accuracy of reports and supporting documentation.
  • Prepare and maintain financing records and disclosure documents.
  • Assist with annual continuing disclosure filings and other regulatory reporting requirements.
  • Support compliance with municipal advisory regulations, federal securities laws, and industry standards.
  • Monitor documentation to ensure adherence to internal procedures and legal requirements.
  • Work directly with local governments, school districts, special districts, and public agencies.
  • Participate in client meetings, presentations, and public meetings.
  • Prepare professional correspondence, requests for proposals (RFPs), and presentation materials.
  • Collaborate with senior municipal advisors to develop recommendations and solutions for clients.

Required Qualifications

  • Bachelor’s degree in business administration, accounting, finance, public administration, or a closely related field.
  • Minimum two years in public finance, municipal finance, accounting, or related financial services, including familiarity with bond markets and public sector funding.
  • MSRB Series 50: Passing the Series 50 Examination will be required, along with registration with the Securities and Exchange Commission and the MSRB.
  • OR an equivalent combination of education, training, and experience sufficient to perform the essential duties of the job.

Location and Work Schedule

This is a hybrid role with work located in the Salem/Tigard Oregon area. There is some flexibility in where the successful candidate can work from, but the position requires being within a commutable distance to meet with members and work with the Director of Advisory Services. The work location is listed as Salem, OR 97301.

Compensation

The salary range is USD 60,000 to 72,519.33 per year.
