Job Description
Deschutes County offers an excellent County benefits package and professional development opportunities for a Budget & Financial Planning Manager, Finance role based in Bend, OR (onsite). This position plays a central part in the day-to-day leadership of the Budget Office while helping guide county financial decision-making through budgeting, forecasting, and analysis.
Compensation for a 172.67 hour work month is $10,291.82 to $13,792.03 per month. The position is available immediately, and eligibility for benefits applies.
What You’ll Do
- Manage and oversee planning, development, publishing, and implementation of the County’s annual budget process, including the proposed and adopted budget book and supporting documents such as narratives, graphs, charts, tables, schedules, and Legal FTE reports.
- Provide authoritative decision support to the Budget Committee, Board of County Commissioners, and County Administrator on budget development and fiscal viability, including legal FTE, long-term financial planning, financial forecasting, risk management, trend analysis, and County business intelligence.
- Lead the development, preparation, and presentation of complex financial analyses and forecasting models, including revenue and expenditure forecasts.
- Identify trends that impact allocation of budget resources and recommend County budget strategies.
- Develop internal service rates and analyze county-wide personnel projections and staffing needs.
Minimum Qualifications
- Bachelor’s Degree in Accounting, Finance, Statistics, Business, or Public Administration.
- Five years of public sector financial and budget analysis, forecasting, and budget preparation experience.
- Or an equivalent combination of training, education, and experience providing the required skills and knowledge.
- Government finance and budgeting experience, specifically Oregon Local Budget Law.
- Experience leading and supervising professional employees.
- Advanced analytical skills and familiarity with information systems; Tyler Munis and Workiva are preferred.
- Ability to communicate effectively and present complex financial information.
- Ability to manage the development, implementation, and monitoring of the County’s budget.
Additional Skills and Preferred Experience
- Interpersonal communication skills aligned with leadership principles, including directing and leading staff, delegating tasks and authority, and evaluating and coaching to improve staff performance.
- Experience conducting financial analyses, recommending financial and budget strategies, and producing professionally written documents with clearly organized concepts.
- Preferred: public budgeting experience in local government in accordance with Oregon Local Budget Law.
- Preferred: experience managing a centralized budget office in the public sector.
- Preferred: experience with Tyler Munis ERP System and Workiva.
- Preferred: experience with Microsoft Power Query.

Necessary Requirements
