Responsibilities

  • Serve as the chief financial advisor to the Executive Director/CEO and Board on financial matters, including long-range planning, organizational strategy, and growth initiatives.
  • Develop, implement, and manage annual operating and capital budgets across all programs, grants, and service lines.
  • Provide financial modeling, forecasting, and scenario analysis to support strategic decisions and new program development, including FQHC site expansion.
  • Ensure financial sustainability through sound fiscal management and diversified revenue strategies.
  • Present timely and accurate financial reports to the Executive Director/CEO, Board of Directors, and finance committees.
  • Act as the primary financial liaison to the Board Finance Committee, organizing meetings, presenting monthly reports, and supporting fiduciary responsibilities.
  • Oversee all accounting and financial operations, including general ledger, accounts payable, accounts receivable, payroll, and cash management.
  • Maintain robust internal controls to safeguard assets and ensure data integrity.
  • Ensure compliance with nonprofit GAAP, 2 CFR 200, and applicable financial regulations.
  • Manage cash flow, banking relationships, investment portfolios, and lines of credit to maintain liquidity.
  • Oversee financial systems, chart of accounts, and cost allocation methodologies to support program-level and grant-level reporting.
  • Monitor fund balances and ensure proper use of restricted and unrestricted net assets and designated funds.
  • Leverage financial systems, EHR-integrated reporting, dashboards, and data analytics to support data-driven decisions at the executive and governance levels.
  • Oversee purchasing and procurement functions, ensuring policy compliance and 2 CFR 200 adherence when applicable.
  • Manage healthcare financial operations including Medicaid, Medicare, and third-party payer reimbursement, claims adjudication, and revenue recognition.
  • Ensure compliance with FQHC regulatory and financial requirements, HRSA Health Center Program standards, PPS reimbursement, Sliding Fee policies, and BPHC guidelines.
  • Support UDS reporting by ensuring accuracy of financial data submitted to HRSA.
  • Support preparation and submission of Medicare Cost Reports and state Medicaid reports when applicable, in addition to HRSA UDS financial tables and other required reports.
  • Analyze payer mix, reimbursement rates, and cost-per-visit metrics to optimize operational efficiency and financial performance.
  • Evaluate participation in value-based care arrangements and other reimbursement models as applicable.
  • Support the FQHC Look-Alike designation process, including financial documentation and HRSA site visit readiness.
  • Plan and manage the financial transition from Look-Alike to full FQHC status, including federal grant budgeting and 330 compliance.
  • Provide oversight for revenue cycle, including patient registration, charge capture, coding, billing, claims processing, collections, and denial management.
  • Monitor revenue cycle KPIs such as days in accounts receivable, denial rates, collection percentages, and payer performance.
  • Ensure accurate credentialing and enrollment of providers with Medicaid, Medicare, and commercial payers, in coordination with clinical leadership.
  • Collaborate with clinical and operational leaders to maximize compliant charge capture and optimize reimbursement.
  • Lead or participate in payer contract negotiations to optimize terms with Medicaid MCOs, Medicare Advantage, and commercial insurers.
  • Manage the financial administration of all grants and contracts, including federal, state, local, corporate, and foundation funding sources.
  • Ensure grant compliance with terms, including 2 CFR 200, allowable costs, cost allocation, and indirect cost rate proposals.
  • Manage grant financial reporting, draws, and reimbursement-based invoicing; collaborate with program directors to monitor budgets and restricted funding.
  • Support grant audits and monitoring visits from federal, state, and local funders.
  • Provide financial oversight for fundraising and development activities, including budgeting, donor reporting, endowment management, and accounting for contributed revenue under ASC 958; collaborate with development on projections and reporting.
  • Lead annual financial audits and Single Audit if applicable, coordinating with external auditors and addressing findings.
  • Oversee IRS Form 990 filings and other regulatory filings as required.
  • Oversee cost reports and ensure compliance with healthcare and FQHC financial reporting requirements.
  • Monitor compliance with financial regulations, including tax-exempt status and nonprofit governance standards.
  • Oversee insurance programs including liability, professional liability, property, D&O, cyber, and employee benefits; manage renewal processes.
  • Identify and mitigate financial risks across payer changes, regulatory shifts, and grant funding fluctuations.
  • Ensure internal controls and segregation of duties across all financial functions.
  • Lead, mentor, and develop the finance and accounting team, fostering accountability and professional growth.
  • Ensure adequate staffing, training, and resources within the finance department to meet organizational needs.
  • Collaborate with operations, clinical leadership, HR, and philanthropy to support organizational goals.
  • Represent the organization in community and industry groups related to financial management and nonprofit healthcare finance.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field required; Master's degree (MBA, MPA, MHA) strongly preferred.
  • Minimum of 10 years of progressive financial management experience, with at least 5 years in a senior financial leadership role.
  • Healthcare financial management experience required; FQHC or community health center experience strongly preferred.
  • Proven experience with federal grant management, including OMB Uniform Guidance (2 CFR 200), federal cost principles, and Single Audit requirements.
  • Strong knowledge of nonprofit GAAP, fund accounting, restricted funding management, and multi-grant administration.
  • Excellent analytical, communication, and presentation skills for diverse audiences.
  • Proven ability to lead and develop high-performing teams.
  • High ethical standards and commitment to the mission of JFS.

Physical requirements and working conditions

  • Primarily office-based with occasional travel for meetings, conferences, site visits, or training.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
