Job Description

NET Federal Credit Union in Scranton, PA seeks a visionary, high-energy Chief Financial Officer to direct our financial strategy, drive enterprise value, and oversee capital allocation. As a critical partner to the CEO and Board, this role balances rigorous risk management with ambitious growth initiatives.

Overview

The Chief Financial Officer will guide the organization’s financial direction, identify opportunities beyond the numbers, and align operations with strategic objectives while ensuring governance and regulatory compliance.

Responsibilities

  • Partner with the executive team to steer budget planning and administration, controlling operating expenses and supporting strategic direction.
  • Maintain proactive communication with the Board, Supervisory Committee, and management on strategic recommendations, financial results, and policy matters.
  • Directly or through teams, supervise financial and accounting functions including ALM, AP/AR, budgets, collections, G/L, financial analysis, reporting, recordkeeping, investments, payroll, and taxes, with all necessary reconciliations.
  • Oversee the Risk Management function to ensure an effective framework across the organization.
  • Develop and manage the annual budget, lead cost-reduction initiatives, and safeguard the credit union’s net income.
  • Ensure financial records are accurate and continually prepared for audits and examinations.
  • Design, implement, and evaluate policies and procedures for the Accounting Department and other areas as needed, ensuring regulatory compliance and clear dissemination to staff.
  • Where appropriate, supervise the development, promotion, and distribution of the credit union’s products and services.
  • Attend all board meetings and present monthly financial results to the board and senior management; assist with board packet preparation.
  • Lead or participate in strategic planning sessions and initiatives.
  • Serve as liaison between the credit union, the Supervisory Committee, external auditors, and NCUA examiners, supporting scheduling and training as needed.
  • Contribute to ALCO activities, directing plan model runs and setting deposit and loan rates as required.
  • Manage or participate in the administration of the investment portfolio and provide guidance regarding pension plan governance.
  • Engage in periodic staff meetings, identifying process improvements and keeping staff informed about industry trends and organizational developments.
  • Support vendor negotiations and major capital expenditures, including equipment leases and other asset decisions.
  • Assist in evaluating new branch sites and determining consolidations or closings of existing locations.
  • Develop, perform, and oversee internal audit procedures such as cash counts, teller drawer audits, loan documentation reviews, and related controls.
  • Act as the credit union’s liaison during audits and examinations to ensure smooth coordination.
  • Perform other duties as assigned to support financial leadership and organizational objectives.

Qualifications

  • Minimum of 5 years of experience in financial leadership roles.
  • Bachelor's degree or equivalent experience is required.
  • Ability to effectively communicate with the Board and oversight committees and to oversee complex regulatory and audit relationships.
