Job Description

Onsite in Vineland, NJ, this leadership role in the Accounting/Payroll/Purchasing department helps drive strong financial management for Vineland Housing Authority. You will oversee budgeting, financial controls, reporting, procurement and contracting, and key financial systems in alignment with HUD rules and regulations. With a salary of $90,000 per year, plus comprehensive coverage and time-off benefits, this position is designed for an experienced finance leader ready to manage both compliance and day-to-day financial operations.

Responsibilities

  • Analyze budget requests, including determining the amount involved in proposed salary changes.
  • Review all requisitions to ensure appropriate expenditure of funds; resolve questioned vouchers and requisitions.
  • Authorize the disbursement of funds.
  • Review budget practices and conduct research to improve the usefulness of the budget document.
  • Direct the preparation of the budget while ensuring adherence to contractual obligations.
  • Assign and supervise subordinates; compile difficult and other statements and reports using basic data.
  • Direct preparation of annual financial statements and reports required by law or contracts.
  • Conduct periodic studies to evaluate the effectiveness of current financial control methods.
  • Oversee activities related to disbursement and collection of funds, including installation of a uniform system of accounts and accounting procedures.
  • Develop and maintain an accounting system.
  • Prepare the annual debt statement according to law, and prepare supplemental debt statements per local bond law and municipal bond ordinances.
  • Administer municipal debt sale activities for bond anticipation notes and bonds, including necessary financial and statistical data and the bond sale prospectus, if needed.
  • Transfer funds between accounts as required.
  • Manage procurement processes, including vendor selection, contract negotiation, and cost control.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree from an accredited college or university in Finance, Accounting, Public Administration, Urban Policy & Development or a related field.
  • Minimum five years of professional experience involving governmental finance, accounting, IT, and purchasing.
  • Working knowledge of and familiarity with HUD accounting and reporting requirements.
  • Proven management skills to plan, motivate, train, and supervise professional and technical staff, vendors, and contractors.
  • Knowledge of HUD public housing program principles and practices, Housing Choice Voucher Management, LIHTC, Housing Quality Standards, Management Information Systems, and applicable governmental and HUD regulations for Authority programs.
  • Knowledge and experience reading and interpreting State and Federal regulations.
  • Valid N.J. State Driver’s License and daily access to a vehicle for business purposes.
  • Knowledge of the Housing Choice Voucher (HCV Section 8) program.
  • Knowledge of budgeting, accounting, internal auditing, program evaluation, and financial and managerial reporting methods.
  • Knowledge of laws and regulations governing the installation, operation, and keeping of accounts and their application to specific situations.
  • Ability to present information orally and in writing clearly and concisely.
  • Ability to learn electronic and/or manual recording and information systems used by the agency and related units.
  • MBA or CPA is preferred.
