Job Description
Lead the County’s financial management function as a senior finance leader, managing reporting, budgeting, debt service, grants, payroll, and department operations onsite in Parker, AZ.
Responsibilities
- Direct and manage the Finance Department covering all accounting, payroll, and financial support services
- Coordinate the preparation of the annual audited financial statements
- Establish, oversee, and manage County budgets and department budgets for reporting and accounting control
- Prepare the annual budget
- Administer debt service management
- Maintain and control the centralized, automated financial accounting system (including Visions and other County platforms)
- Control, monitor, and record all County assets
- Oversee Accounts Payable for all County departments
- Supervise General Ledger entries
- Supervise monthly budget reconciliations
- Oversee grant management and support grant applications
- Supervise Finance Department staff
- Administer payroll for County employees through the County’s payroll vendor
- Present financial information and provide presentations at Board of Supervisor meetings
- Manage Finance Department operations, responsibilities, and staff in alignment with County policy and directives
Requirements
- Knowledge of accounting principles, practice, and methods
- Working knowledge of the Arizona Auditor General’s Uniform Accounting Manual for Arizona Counties (UAMAC)
- Knowledge of the Uniform Expenditures Reporting System (UERS)
- Experience with forecasting and budgetary practices
- Data processing knowledge as it relates to accounting records applications
- Ability to perform highly difficult technical accounting work
- Strong analysis and problem-solving skills
- Ability to plan, organize, and supervise
- Ability to respond to inquiries/complaints from County personnel, residents, regulatory agencies, audit firms, and members of the business community regarding Finance Department issues
- Effective verbal and written communication
- Ability to make public presentations of financial information
- Ability to operate office equipment including computer, copy machine, fax, and telephone
- Ability to remain sitting for extended periods
- Ability to perform repetitive hand/wrist/elbow/shoulder motion for office and computer work
- Visual ability for computer work; hearing and speech ability for ordinary conversations and group environments
- Bachelor’s degree in Accounting or Finance or the equivalent combination of education, experience, and training providing the desired knowledge, skills, and abilities
Preferred Knowledge, Skill & Ability
- Four (4) years of accounting experience in the public/private sector
- CPA, MBA, and/or CGFM certification

- Annual salary: USD 120,000 (yearly)
- Annual salary range noted as $120,000.00 DOE (competitive salary based on qualifications)
