Job Description
Camden County is seeking a seasoned Finance Officer to lead its financial operations on site in Camden, North Carolina. In this role, you will serve as the County’s chief financial officer and adviser to the County Manager and Board of Commissioners on fiscal policy, financial planning, and long‑term sustainability. A strong background in public finance, adherence to GAAP and GASB standards, and experience directing budgets, audits, and financial reporting are essential.
Responsibilities
- Serve as the officially appointed Finance Officer under state law, upholding all statutory duties and fiduciary obligations.
- Establish and maintain the county’s accounting system in line with GAAP, GASB, and Local Government Commission reporting requirements.
- Develop, administer, and monitor the annual balanced operating budget and capital improvements program; prepare the budget ordinance, budget message, and supporting materials for the County Manager and Board; manage amendments and ensure compliance with the adopted ordinance.
- Ensure obligations are not incurred in violation of pre-audit requirements and maintain robust internal controls over disbursements, receivables, payroll, purchasing, and cash management.
- Manage the deposit and investment of county funds in accordance with statutory provisions, maintaining liquidity while seeking prudent investment returns.
- Prepare and submit required financial reports to the Local Government Commission and other state and federal agencies, including the Annual Comprehensive Financial Report and debt statements.
- Coordinate the annual independent audit; prepare schedules, assist auditors during fieldwork, and implement corrective actions for any findings.
- Oversee debt instruments and long-term obligations, maintain debt records, and ensure continuing disclosure compliance.
- Administer grants and intergovernmental revenues to comply with Uniform Guidance and applicable requirements.
- Oversee statutory purchasing and contracting compliance, including bidding thresholds and contract financial reviews.
- Maintain complete and accurate financial records for all funds, departments, capital projects, and special revenue funds.
- Supervise finance staff, ensure segregation of duties, support professional development, and maintain continuity of operations.
- Provide regular financial condition updates to the County Manager and Board, and present fiscal analyses to support policy decisions.
- Lead financial management during emergencies or disasters, ensuring adherence to FEMA and state grant documentation requirements.
- Serve as ex officio Finance Officer for the Tourism Development Authority, ensuring compliance and accurate reporting.
Requirements
- Thorough knowledge of public finance administration, GAAP, GASB, and North Carolina statutes.
- Ability to represent the County professionally to diverse stakeholders within the workplace and community.
- Strong understanding of public finance and revenue collections, including federal and state audit requirements.
- Solid grounding in public administration and county purchasing and payroll practices.
- Ability to evaluate financial systems and implement accounting methods, procedures, forms, and records.
- Capacity for long-range fiscal planning and producing accurate financial analyses and reports.
- Proven ability to establish and maintain effective working relationships with the public, department heads, officials, and staff; high initiative, tact, judgment, and integrity.
- Capability to prepare and present complex fiscal reports to the Board or other authorities.
- Skilled in financial reporting, budgeting, data analysis, and evaluating investment strategies for the County.
- Strong interpersonal skills for collaboration with coworkers, the Board, and the public.
- Bachelor’s degree in accounting, finance, public administration, or related field.
- Five (8) years of progressively responsible experience in governmental accounting or public finance, including supervisory experience.
- Experience in North Carolina local government finance is strongly preferred.
- Knowledge and experience using Tyler MUNIS software.
- North Carolina Driver License.
- Government Financial Officer Certification by the North Carolina Government Financial Officers Association is preferred or the ability to obtain within one year.
Education and Experience
- Bachelor’s degree in accounting, finance, public administration, or related field.
- Five (8) years of progressively responsible experience in governmental accounting or public finance, including supervisory experience.
- Experience in North Carolina local government finance is strongly preferred.
- Thorough knowledge and experience working with Tyler MUNIS software.
Licenses and Certifications
- NC Driver License
- Government Financial Officer Certification by the North Carolina Government Financial Officers Association is preferred or the ability to obtain within one year.

Physical Requirements
- Work is sedentary; occasional exertion up to ten pounds of force and a negligible amount of force to move objects.
- Must perform basic life operations such as stooping, kneeling, reaching, standing, walking, pushing, pulling, lifting, feeling, and grasping, with repetitive motions.
- Must have visual acuity to prepare and analyze data, read extensively, and operate a computer.
Pay
$97,000.00 - $112,000.00 per year
