Job Description

In this onsite financial planning and control role in Memphis, TN, you will develop, interpret, and apply complex financial and accounting concepts to budgeting analysis, forecasts, and policy recommendations for Shelby County Government.

Summary

This position focuses on advanced budgeting analysis and financial reporting. You will conduct studies, evaluate budget plans and financial statements, and translate findings into forecasts and policy recommendations. Responsibilities also include interpreting financial policies, governmental legislation, and accounting theory, as well as maintaining databases used for future plan and forecast analysis.

Key Responsibilities

  • Conduct special studies analyzing complex financial actions and preparing recommendations for policy, procedure, control, or action.
  • Interpret financial policies, governmental legislation, accounting theory, and customer financial regulations.
  • Analyze financial information to determine present and future financial performance.
  • Identify trends and recommend improvements based on findings.
  • Evaluate complex budget plans, operating records, and financial statements.
  • Prepare studies, reports, and analyses related to budgets, forecasts, financial plans, governmental requirements, statistical reporting, and business forecasts.
  • Interpret and apply County financial policies, governmental legislation, and accounting theory.
  • Establish and maintain databases of relevant information to support analysis of future plans and forecasts.
  • Perform other related duties as required or directed.

Requirements

  • Three (3) years of experience in financial analysis, budgeting and/or accounting for a large agency or institution; and
  • A Bachelor’s degree from an accredited college or university in accounting, finance, public or business administration, or a closely related field; OR an equivalent combination of related education and/or experience.
  • Proof of education, training, and/or experience is required.
  • MBA in a related field or CPA is preferred.
  • Thorough knowledge applying the principles and practices of budget and accounting theory.
  • Knowledge of rules, regulations, and contract requirements governing general government financial operations, including familiarity with GAAP analysis.
  • Knowledge of business services and/or information systems procedures and analysis.
  • Advanced skills in Excel, Access, Word, and database software systems.
  • Detail-oriented approach with strong organizational and analytical skills.
  • Ability to coordinate work activities of support personnel.
  • Ability to communicate effectively with internal and external contacts.
  • Excellent verbal and written communication and presentation skills.

Shelby County residency: Employees hired after September 1, 1986, must be residents of Shelby County and continue to reside in the County as a condition of employment. The residency requirement does not apply to certain public safety and civil service employees, including specific exemptions for the Sheriff Department (Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers), the Division of Corrections (Correction Officers), and the Shelby County Fire Department (Firefighters, Paramedics and Dispatchers). The exemption for public safety and civil service employees does not include appointed positions with the Sheriff’s Office, Division of Corrections, or the Fire Department.
