Job Description

Pima County’s Department of Finance & Risk Management is seeking a Financial Analyst II to support the Treasury & Capital Improvement Program Division. In this in-office role in Tucson, AZ, you will help develop, maintain, and close out Capital Improvement Program (CIP) projects while analyzing financial data to inform budgeting decisions and community facilities oversight.

The position is classified and remains open until filled, with an initial application review scheduled for 10/23/2026. The work is performed onsite and cannot be remote.

Key responsibilities

  • Assist with financial studies to examine fiscal and operational matters and support recommendations for program or service adjustments.
  • Compile, organize, and analyze financial and operational data for reports, including basic assumptions and findings.
  • Support revenue and expenditure forecasting by maintaining datasets and performing preliminary analyses under guidance.
  • Monitor and review designated County contracts (expense and revenue) and report findings to senior staff.
  • Review and prepare Countywide and departmental budget requests, including operating budgets and CIP documentation.
  • Assist in evaluating departmental capital improvement requests and support review of CIP budget proposals.
  • Update Countywide and departmental budgets to reflect changes in funding levels and operations with input from senior staff.
  • Monitor operational and CIP budget performance and prepare preliminary recommendations for adjustments or improvements.
  • Support analysis of fiscal impacts of legislation under direction of senior staff, incorporating findings into budget planning as needed.
  • Participate in budgeting system maintenance, updates, and testing, including assisting with preparation of budget documents.

What you’ll need

  • Bachelor’s degree from an accredited college or university in accounting, finance, economics, business, or public administration (or closely related field as defined by the department head at the time of recruitment) and one year of professional experience in accounting, auditing, financial analysis, financial management, or budgeting.
  • A Master’s degree or CPA designation may substitute for one year of the required experience.
  • Relevant experience and/or education from an accredited college or university may be substituted.
  • Alternative option: one year with Pima County in an Accountant I – Central Services, Financial Analyst I – Central Services, or related position as determined by the department head at the time of recruitment.

Preferred qualifications

  • Bachelor’s degree or higher with a major in finance, accounting, or business administration.
  • Minimum one (1) year of professional-level experience in accounting, budgeting, auditing financial data, financial analysis, or financial management.
  • Minimum one (1) year experience compiling, analyzing, and interpreting financial or budgetary data.
  • Minimum one (1) year experience using Microsoft Excel (V-lookups, pivot tables) and/or other advanced tools with large amounts of data.
  • Experience working with capital programs.
  • Experience working within a governmental accounting environment.

Additional information

  • Telecommuting up to two days per week after successful completion of the probationary period.
  • Pima County requires pre-employment background checks.
  • Visa sponsorship is not available for this position.
  • Working conditions are office-based, with physical activities that may include bending, kneeling, reaching, squatting, and stooping; speaking in person and on the phone; and vision requirements including distinguishing colors and depth perception.
