Job Description
The State of Hawaii’s Department of Commerce and Consumer Affairs, Division of Financial Institutions, is seeking a Financial Institution Examiner II to support the Field Examination Branch. This role performs field and off-site examinations to evaluate regulated financial institutions’ financial condition and their adherence to applicable state laws and regulations. In addition, the examiner reviews institution responses to confirm corrective actions are in place and closes items that do not require further attention.
Core Responsibilities
- Conduct examinations of regulated institutions to assess financial condition and compliance with applicable laws and regulations.
- Review replies received from institutions in response to examination findings to determine that corrective action has been implemented.
- Ensure that issues not requiring further attention are closed.
- Primarily perform field and off-site (in-office) examinations covering considerable scope and complexity, focused on small to large regulated entities and financial institutions to assess solvency, soundness of management and policies, actions of officers and directors, and legal compliance.
- Act as examiner-in-charge for complex field examinations, typically involving small and medium regulated entities and other small and medium financial institutions.
Minimum Requirements
- Bachelor’s degree from an accredited four-year college or university with at least twelve (12) semester credit hours in accounting and/or auditing subjects.
- Two (2) years of professional experience in any one or a combination of: professional accounting or auditing experience, or experience teaching accounting at the college or university level.
- One (1) year of responsible professional experience demonstrating knowledge of the business operations of a financial institution(s), including how interrelated financial transactions affect overall institutional condition.
- Demonstrated skills and expertise to examine regulated institutions and entities that are large and/or complex or that exhibit problem characteristics.
- Skill in organizing work to produce numerous and diverse work products of good quality and on a timely basis.
- Skill in directing, coordinating, and reviewing the work of others.
- Legal authorization to work: the State of Hawaii requires that applicants be U.S. citizens, nationals, or permanent resident aliens, or eligible under federal law for unrestricted employment in the United States.

Allowable Substitutions
- Substitution of Experience for Basic Education Requirement: Experience may be substituted when of comparable scope, level, and quality to knowledge acquired through four (4) years of successful study leading to a baccalaureate degree with twelve (12) semester credit hours in accounting/auditing subjects.
- Experience types that may be substituted on a year-for-year basis include: (A) excess general financial institution examining experience; (B) excess specialized experience or other responsible administrative, professional, or analytical work experience that did not require generally accepted accounting and/or auditing principles and practices.
- Substitution of Education for Experience: A bachelor’s degree in accounting or equivalent coursework may substitute for six (6) months of general experience; a master’s degree in accounting or equivalent coursework may substitute for all general experience; a Ph.D. in accounting or equivalent coursework may substitute for all general experience.
