FINANCIAL MANAGEMENT ANALYST

What you’ll do

As a Financial Management Analyst, you will advise and carry out the full lifecycle of budget administration, helping ensure budgets are controlled, executed, reported, and aligned with organizational priorities.

• Advise and perform all phases of budget administration.
• Formulate and defend cost estimates; review budget requests; and manage the control, execution, and reporting of obligations and expenditures.
• Develop and interpret budgetary policies and practices to support consistent financial execution.
• Implement regulatory controls over approved budgets and advise on efficient fund acquisition and utilization for command program needs.
• Conduct cost-benefit analyses to support alternative financial management methods.
• Perform a range of fiscal, accounting, and financial management duties as organizational needs change.
• Serve as the senior Financial Management Analyst for NOTU, providing guidance and training to junior analysts and program element managers within the command.
• Act as the alternate command Customer Service Representative (CSR) for Time and Attendance, resolving routine and complex time-card, leave, and coding issues, including advanced research into abnormal work schedules.

Required qualifications

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy must successfully pass E-Verify.
• Males born after 12-31-59 must be registered for Selective Service.
• This is a Financial Management Level 2 certified position per the NDAA 2012, Section 1599d, and you must achieve the level within prescribed timelines (requirements per DoD Instruction 1300.26).
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty; failure may result in withdrawal of a job offer or removal.
• Specialized experience must include formulating, executing, and defending lifecycle budgets by implementing regulatory controls, conducting cost-benefit analyses, and optimizing funds.
• Experience must also reflect managing fiscal operations, using financial systems for accounting and auditing, maintaining records, providing senior-level training, and resolving complex time administration issues to mitigate risk.
