Senior Specialist, Program Finance
Job Description
L3Harris Technologies is hiring a Senior Specialist, Program Finance to support programs using Earned Value Management System (EVMS) practices. This onsite role in Canoga Park, CA focuses on improving program financial performance visibility for internal and customer stakeholders, with opportunities to coach analysts, strengthen processes, and help teams maintain cost and schedule alignment.
Working on programs that rely on EVMS means you will help connect financial results to execution through budgeting, cost control, and reporting. You will also play a key role in communicating program financial status, producing customer-ready artifacts, and guiding PMO and CAMS teams through cost and schedule performance reporting.
Responsibilities
- Apply strong knowledge of program financial performance to provide early warning of potential issues, identify risks, and recommend solutions.
- Guide program financials through time-phased integrated budgets and schedules, Earned Value (EV) data compliance and reporting, and ongoing oversight of cost and schedule integration.
- Perform budgeting, cost control, and variance analysis; support internal and external reporting and risk management.
- Develop quarterly EACs by analyzing and assisting with accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC), and Latest Revised Estimate (LRE).
- Support and/or lead financial analysts by organizing Work Breakdown Structures (WBS) and creating and maintaining charge numbers.
- Support and/or lead analysts in monitoring costs and personnel, ensuring actuals remain within budget and are charged to the correct end objective.
- Support and/or lead workforce planning, forecasting, and reporting.
- Extract and reconcile accounting data.
- Generate program financial artifacts such as EV reports, graphs, and analysis for customer reporting.
- Develop and present briefings on program financial status to the customer.
- Train or coach PMO and CAMS using internal reports on cost and schedule performance.
- Provide guidance, coaching, and training to finance professionals at lower levels, and communicate within and outside the organization to explain and influence changes to practices and processes.
- Suggest and implement process improvement initiatives.
- Conduct ad-hoc analysis, data integrity checks, and validations related to program financials.
- Maintain working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
- Mentor junior analysts through extensive investigations and root-cause understanding.
- Other duties as assigned.
Requirements
- Education: Bachelor’s Degree.
- Experience (choose one path): minimum 6 years of prior relevant program finance experience; or Graduate Degree with minimum 4 years of prior related program finance experience; or in lieu of a degree, minimum 10 years of prior related program finance experience.
- Excellent communication and interpersonal skills to collaborate with key functional stakeholders including Program Management and Engineering.
- Detail oriented, well organized, able to multi-task, and capable of working with general day-to-day supervision.
- Proactive self-starter who can work effectively in a team environment.
- Commitment to quality while developing leadership skills as a key business partner.

Schedule & Location
- Location: Canoga Park, CA (onsite).
- Schedule: 9/80; employees work 9 out of every 14 days totaling 80 hours, with every other Friday off.
Preferred Additional Skills
- Broad experience and understanding of business financial management techniques for government and commercial contracts, including earned value analysis, cost analysis, financial planning, cash flow, progress payments, and billing milestones.
- Strong level knowledge of Earned Value and EVMS.
- Advanced experience with Excel and other MS Office tools.
- Ability to build collaborative relationships, earn trust, and thrive in an inclusive environment.
- Experience creating financial forecasts.
- DoD contractor experience preferred.
