King County Metro Transit’s Finance & Administration Division is hiring for two Career Service Business and Finance Officer III roles. These positions serve as lead financial analysts for three divisions and support department wide budget development and financial reporting. The roles offer a stable public sector environment, a competitive salary range of $107,507 to $136,272 per year, and a hybrid work arrangement in Seattle. Responsibilities
- Lead division-wide financial monitoring and reporting, including budget development, variance analysis, and forecasting.
- Regularly present division financials to leadership and staff.
- Provide data driven recommendations on finance and business processes to support decision making and maintain financial health.
- Monitor and manage transaction level financials, including accounting entries and personnel coding.
- Oversee division position management data and collaborate with staff and Human Resources to align headcount and costs with the budget.
- Support Metro’s Central Business & Finance Team with department wide budget and financial analysis tasks.
- Contribute to continuous improvement efforts for operating program budgeting and analysis, evaluating processes, documenting new procedures, and adjusting based on feedback.
- Coordinate with financial and nonfinancial staff to develop zero based budgets and resource models, documenting assumptions, cost drivers, and unit costs clearly.
- Develop, maintain, and improve financial models that are intuitive and easy for others to use.
- Perform other duties as assigned.
Requirements
- Three or more years of increasingly responsible experience in financial analysis, budgeting, or public sector finance, or an equivalent combination of education, training, and experience.
- Expert proficiency with complex Excel based modeling, including documentation of assumptions, cost drivers, and unit costs.
- Proven track record leading and supporting continuous improvement efforts, including workflow analysis and standardizing processes in collaboration with teams.
- Experience designing intuitive financial reporting and models to meet the needs of diverse audiences and to explain financial concepts to non-financial staff and leaders.
- Ability to create analyses from transaction level data or through standard financial and statistical methods using business intelligence tools.
- Knowledge of accounting concepts such as fund and grant accounting.
- Strong written and verbal communication and relationship-building skills.
- Experience with enterprise finance systems and analytical/reporting tools, including Oracle EBS, Oracle BI, Hyperion/PBCS, and Microsoft Power BI.
