Job Description

Roscoe Collegiate ISD offers a role focused on strong fiscal leadership and district-wide business operations. This onsite position in Roscoe, TX supports budget planning, accounting compliance, purchasing and inventory oversight, and tax collection, with compensation ranging from USD 55,029 to 115,000 per year.

The role also includes a benefits package designed for stability and long-term planning, including a flexible spending account, health insurance, life insurance, and a retirement plan.

Responsibilities

  • Support the preparation of the district budget and help develop long- and short-range business operations objectives.
  • Ensure accounting systems comply with applicable laws and regulations, including the Texas Education Agency Financial Accounting Manual.
  • Administer the district’s budget, supporting cost-effective operations and prudent funds management; prepare budget adjustments, additions, and deletions.
  • Assist both independent and internal auditors with periodic audits.
  • Assess accounting procedures, systems, and controls across district departments and recommend improvements for design, implementation, and maintenance.
  • Determine cash available for investment and bill payments through daily cash flow analysis.
  • Oversee monthly bank reconciliations for all accounts and review reconciliations of vendor and payroll clearing accounts.
  • Partner with district personnel to project student enrollment and identify staffing, building and facilities, energy, capital equipment, and other cost needs.
  • Conduct needs assessments for improvements to district business operations and lead cost-effective practices aligned to district goals and objectives.
  • Assist in administration of the business office budget to ensure programs remain cost effective and funds are managed prudently.
  • Implement policies established by federal and state law, State Board of Education rule, and local board policy related to business operations.
  • Compile, maintain, and file required physical and computerized reports, records, and documents.
  • Follow district safety protocols and emergency procedures.
  • Maintain accurate and current inventory records for fixed and movable assets and oversee timely replacement cost asset listings for insurance purposes; organize and conduct sales of surplus and salvage equipment.
  • Oversee preparation of bids and bid specifications; receive and analyze proposals and prepare written recommendations.
  • Prepare, review, and revise business department job descriptions.
  • Develop training options and/or improvement plans to support exemplary business operations.
  • Select, train, evaluate, and supervise staff, and make recommendations on assignment, retention, discipline, and dismissal.

Requirements

  • Bachelor’s degree in accounting, finance, or a business-related field
  • Knowledge of budgeting, accounting systems, and payroll processing
  • Working knowledge of financial applications and accounting
  • Ability to use software to develop spreadsheets and perform data analysis
  • Ability to implement policy and procedures
  • Ability to interpret data
  • Ability to manage budget and personnel
  • Strong organizational, communication, public relations, and interpersonal skills
  • Experience in school business management or public organization preferred

Supervisory Responsibilities

  • Supervise and evaluate purchasing and payroll personnel

Work Environment and Physical/Mental Demands

  • Tools/Equipment Used: Standard office equipment, including a personal computer and peripherals
  • Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting
  • Motion: Repetitive hand motions, frequent keyboarding, and use of a mouse; occasional reaching
  • Lifting: Occasional light lifting and carrying (less than 15 pounds)
  • Environment: May work prolonged or irregular hours; occasional districtwide and statewide travel
  • Mental Demands: Work with frequent interruptions; maintain emotional control under stress
