Job Description

The Finance Director leads the town’s financial operations under the Town Manager, directing accounting, budgeting, grant management, strategic financial planning, reporting, debt and treasury management, purchasing, revenue collections and the annual audit. The role also oversees Customer Service functions, including Utility Billing and Revenue Collections, and is based onsite in Dundee, Florida. A bachelor’s degree in public accounting, finance, business, or a related field is required (master’s degree preferred), with seven years of progressive financial leadership experience.

Compensation and Location

  • Location: Dundee, FL (onsite)
  • Salary: USD 85,000 – 110,000 per year

Responsibilities

  • Direct supervision of the accounts payable clerk and the utility billing manager.
  • Oversee Customer Service operations, including Utility Billing and Revenue Collections.
  • Structure the finance department to enhance functional areas and foster internal professional growth.
  • Manage third party accounting consultant services.
  • Develop and implement financial metrics and reports to evaluate current and future town finances.
  • Oversee cost-benefit, statistical, economic, market, and other analyses.
  • Monitor state and federal legislative initiatives to assess the impact of proposed legislation.
  • Assist with planning, organizing, and directing activities related to the annual operating budget, fund accounts, and the capital improvement program.
  • Oversee the cash management function, including banking relationships, cash flow monitoring, and bank reconciliations.
  • Direct accounts receivable processes, including the preparation and reporting of 1099s.
  • Present monthly fiscal reports to the Town Manager, Town Commission, and the public concerning financial and investment status.
  • Approve expenditures and implement budget adjustments as appropriate and necessary.
  • Drive continuous improvement of accounting and financial processes and develop the team toward best practices and optimal output.
  • Develop and oversee accounting policies and procedures to meet current and future needs.
  • Oversee the annual budget, revenue calculations, independent audit, and Comprehensive Annual Financial Report (CAFR), ensuring compliance with applicable standards and regulations.
  • Ensure compliance with GASB, GAAP, and the Town’s Fiscal Policies Manual.
  • Foster teamwork and deliver a high standard of customer service across the office.
  • Provide coaching, guidance, and development plans to help employees reach their potential through performance management.

Requirements

  • Bachelor’s degree in public accounting, finance, business, or related field; master’s degree preferred.
  • Seven (7) years of relevant, progressively responsible financial leadership experience, preferably in municipal government.
  • Experience in staff management.
  • Certified Public Accountant (CPA).
  • Certified Government Finance Officer (CGFO).
  • Certified Public Manager (CPM).
  • Knowledge of GAAP and GASB.
  • Understanding of municipal government practices, policies, rules, and regulatory requirements.
  • Experience with cash management, general accounting, financial reporting, and general ledger systems.
  • Knowledge of purchasing practices in compliance with local, state, and federal regulations.
  • Experience in budget preparation, controls, and ledger requirements.
  • Experience with economic development, incentives, and revenue and utility collections.
  • Strong negotiating skills and ability to evaluate complex proposals and contracts.
  • Excellent written and oral communication skills.
  • Proficiency with Microsoft Office Suite and accounting/financial software.
  • Experience with Edmunds Software.
  • Ability to analyze data and apply principles, laws, ordinances, policies, and procedures.
  • Ability to communicate tactfully in high pressure situations and establish collaborative relationships with staff and external agencies.
  • High integrity, reliability, urgency, and results orientation.
  • Collaborative and flexible management style with a service orientation.
  • Capability to manage complex spreadsheets providing data for informed decision-making.
  • Strong overall communication skills and willingness to share information.

Work Environment

  • Interpersonal Relationships: The candidate will uphold high standards of financial accountability and transparency to the Town, Town Commissioners, and residents, while promoting ethical conduct throughout the department.
  • Hours and Travel: Typically a 40-hour Monday–Friday schedule, with possible evening or weekend work for deadlines or special projects; some remote work may be permissible with prior notice and approvals.
