Job Description

The City of King, based in King City, California, is seeking a Finance Manager to lead all municipal finance operations on site. This role oversees budgeting, accounting, payroll, utilities billing, and financial reporting, guiding fiscal strategy and ensuring sound financial stewardship for a city with a complex budget.

Job definition

Under the direction of the City Manager, the Finance Manager provides oversight and leadership for all finance functions. The role handles the full scope of financial record keeping for the City, including accounts payable and receivable, utility billing, payroll, budget preparation, customer service, and the monitoring and control of all finance operations and procedures.

Responsibilities

  • Budget: prepare, monitor and control the budget to keep programs within allocated funds; generate timely reports so directors understand budgets, expenditures, revenues, and program fiscal performance; produce periodic financial reports; assist the City Manager with yearly budget forecasts, biennial budgets, and City Council presentations.
  • Operations: develop, implement, monitor and continually evaluate departmental fiscal systems, internal controls and accounting operations including cost accounting, budgeting, program billings, contractor payments, financial reporting and internal auditing to ensure proper controls and compliance with GAAP and relevant laws; ensure timely year-end closure of department budgets and accounts.
  • Payroll: oversee bi-weekly payroll processing with accurate system updates, tax payments, and remittance for benefits, garnishments and deductions; upload direct deposit files and ensure sufficient funds for wage payments.
  • Accounts Payable: supervise invoice processing, vendor setup, proper coding with signature authority, review payments prior to processing, review ACH payments and upload ACH files to the bank; ensure funds are available for AP runs.
  • Fiscal Audit: ensure compliance with State and Federal audit requirements; prepare complex audit responses and materials for appeals as needed; coordinate and follow up with external auditors.
  • Monthly Reporting: reconcile general ledger and subsidiary ledgers; prepare monthly financial statements and distribute revenue and expenditure reports to departments; compile numerous monthly financial reports; reconcile bank, trustee, and investment accounts to the general ledger.
  • Yearly Reporting: prepare State Controllers’ Reports annually; oversee annual financial audits, CalPERS reporting, wage payments, and related filings; compile year-end employee benefits statements, W-2s and 1099s.
  • Recordkeeping: maintain controls for equipment purchases; assist with purchase orders, accounts payable systems, auditing and financial analysis, grant accounting, and special reports.
  • Compliance and Labor: maintain compliance with CalPERS, FLSA, wage and hour laws, and labor agreements; assist the City Manager and HR Manager with union negotiations; oversee administration of employee benefits programs in collaboration with management.
  • Staff leadership: supervise finance staff, including selection, training, assignment and performance evaluation; foster positive relationships with community organizations, agencies, City management and the public.

Education and Experience

  • Bachelor’s Degree in Business Administration or related major (Accounting, Economics, or Finance).
  • Five years of progressively responsible experience in fiscal resource management, including at least two years of significant public finance and accounting administration.

License

Valid California Class C driver’s license with a satisfactory driving record.

  • Principles and practices of financial record keeping, reporting and bookkeeping.

  • Applicable federal, state and local laws, codes and regulations.
  • Operating and computerized data processing as it relates to accounting operations and management information systems.
  • Word, Excel, Access and other common PC applications and software.
  • Plan, organize, direct and coordinate fiscal and accounting operations for a municipality with a complex budget.
  • Interpret and make complex financial recommendations within legal and policy frameworks.
  • Develop and administer programs that maximize revenue and automate data collection and reporting systems.
  • Analyze complex financial problems and develop effective policies, procedures and fiscal controls.
  • Prepare, review and interpret complex financial reports, summaries and data.
  • Read, interpret and apply complex laws, rules and regulations.
  • Develop and achieve department and program goals.

Working conditions

The position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping. It also requires grasping and fine motor work for preparing statistical reports on a computer, with normal vision for reading and data review. Acute hearing is required for phone communications and related tasks.

Pay

Salary: 89,756.00 - 120,281.00 per year
