Job Description

Support CFILC’s disability-led mission while owning the day-to-day finance function for a mission-driven organization. This Sacramento-based hybrid Finance Manager role offers comprehensive benefits, time off, and retirement support, alongside the chance to lead accounting operations, strengthen controls, and provide practical financial guidance to executive leadership and the Board.

This is a regular full-time, exempt position with a salary range of $92,500 to $115,000 annually. You will report to the Executive Director and work closely with finance stakeholders, program managers, and external providers to keep reporting accurate, audits-ready, and compliant.

Responsibilities

  • Oversee CFILC’s accounting operations, including the general ledger, chart of accounts, accounting calendar, and month-end and year-end close processes.
  • Supervise and support the Bookkeeper, and coordinate with external providers for accounting, audit, tax, payroll, benefits, and banking.
  • Define roles, approval processes, schedules, and deliverables for staff and contractors; review work for accuracy, completeness, timeliness, and appropriate use of resources.
  • Review material account activity, including account coding, reconciliations, journal entries, payroll and benefit allocations, prepaid expenses, fixed assets and depreciation, accrued expenses, deferred and unbilled revenue, and shared cost allocations.
  • Ensure appropriate revenue recognition, net asset classification and release for donor-restricted funds, and accurate tracking of restricted funds and grant spending in line with U.S. GAAP.
  • Prepare or oversee monthly and annual financial statements and supporting schedules (statements of financial position, activities, functional expenses, cash flows), including budget-to-actual reporting, cash-flow projections, and A/R and A/P aging.
  • Provide Executive Director financial analysis, variance explanations, forecasts, and recommendations to support operational and strategic decisions.
  • Maintain secure accounting records and audit trails in CFILC systems, including workpapers and supporting documentation.
  • Lead development of the annual organizational budget and program budgets with the Executive Director, Deputy Director, program managers, Treasurer, and the Finance Committee.
  • Monitor budget performance and spending rates; partner with managers on variance management and required budget revisions.
  • Review grant agreements and contracts for financial requirements, risk, allowable costs, reporting obligations, and alignment with CFILC policies.
  • Oversee funder invoices, reimbursement requests, and financial reports, coordinating with program staff for supporting documentation and deliverables.
  • Lead CFILC’s annual financial statement and Single Audit processes and serve as the primary liaison to the independent auditor.
  • Coordinate preparation and review of Form 990, 1099s, and other required financial or regulatory filings.
  • Design and monitor internal controls that safeguard assets, support accurate reporting, ensure segregation of duties, and reduce risk of fraud or error.
  • Maintain and update fiscal policies and procedures; advise leadership and the Board on financial condition, emerging risks, internal controls, and forecasts.
  • Administer CFILC’s investment accounts according to Board-approved policies and authorized direction.
  • Provide financial guidance and training to managers and staff; promote shared accountability for budgets, documentation, and compliance.
  • Perform other duties as assigned, including reasonable backup support for organizational operations when needed.

Requirements

  • Bachelor’s degree in accounting, finance, business administration, or a related field, plus at least five years of progressively responsible accounting or financial management experience (nonprofit accounting included). An equivalent combination of education and relevant experience may be considered.
  • Knowledge of U.S. GAAP, nonprofit and fund accounting, revenue recognition, restricted funds, cost allocation, financial statement preparation, and internal controls.
  • Experience managing government grants or contracts, including funder invoices and financial reports, with familiarity with federal award compliance and Single Audit requirements.
  • Experience leading annual audits and coordinating Form 990 (or comparable regulatory filings).
  • At least two years of supervisory or comparable experience directing accounting staff or professional service providers.
  • Advanced proficiency with QuickBooks Online and Microsoft Excel, including the ability to learn and manage related financial, payroll, and payment systems.
  • Ability to analyze complex financial information and communicate it clearly to staff, executive leadership, and Board members.
  • Strong judgment, organization, attention to detail, discretion, and ability to manage competing priorities and deadlines with limited supervision.

Location, Schedule, and Working Conditions

  • Sacramento-based hybrid, with regular in-person work (3 days/week) required in accordance with CFILC policy and operational needs.
  • Primarily office or remote-work setting using a computer, phone, and video-conferencing tools.
  • Full-time; periodic evening or weekend work.
  • Limited travel for meetings, training, and job-related conferences, including potential statewide and/or out-of-state travel.

Preferred Qualifications

  • Certified Public Accountant, Certified Management Accountant, or comparable professional credential.
  • Experience with California state contracts and nonprofit organizations with a mix of government, foundation, corporate, and membership revenue.
  • Experience with BILL, Paylocity, or similar accounts payable and payroll platforms.
  • Bilingual proficiency in English and Spanish, Cantonese, or American Sign Language.
  • Personal or professional experience with disability, Independent Living, or disability-led organizations.
