Financial Analyst (PED #10108389)

Public Education Department (State of New Mexico) Financial Analyst in the School Budget Bureau oversees budgeting, SEG funding calculations, and related reporting; provides technical assistance and supports funding appropriations.

Responsibilities

• Review, analyze, and approve operating budgets for all school districts and charter schools.
• Calculate and monitor the distribution and use of more than $4.1 billion in State Equalization Guarantee SEG funding.
• Collect and analyze projected and actual student membership data.
• Gather and assess information on the Teacher Cost Index and licensed employees certified through the National Board for Professional Teaching Standards.
• Quarterly review of actual revenues, expenditures, and cash reports for districts and charters.
• Review Emergency Supplemental Awards and Out-of-State Tuition Awards.
• Manage Board of Finance suspensions for school districts or charter schools.
• Provide technical support and training for district and charter school business personnel.
• Contribute to developing the public-school support appropriation recommendation related to SEG.
• Complete Federal Reports NPEFS, F33, and SLFS as required.
• Set mill levies for Capital Outlay and Debt Service Funds.
• Update the NM UCoA in OBMS and maintain related data, including UEI.
• Calculate Rural Population Index and Energy Efficiency Credits for SEG purposes.
• Update entity data in OBMS and PED email lists for Superintendents, Charter Representatives, and School Business Officials.
• Prepare Bond Certification Certificates to issue GO Bonds or ETNs and perform miscellaneous tasks.

Requirements

• Associate degree in accounting, economics, finance, business administration, or related field plus two years of directly related experience in budgeting, accounting, auditing, statistical analysis, or similar work.
• Alternatively, a combination of education from an accredited college or university in a related field and/or direct experience totaling four years may substitute for the required education and experience.
• For use at the State Investment Council only, any budgeting, accounting, and/or auditing experience is acceptable.
• Must possess and maintain a valid New Mexico driver’s license.
