Job Description

The Senior Financial Officer, based onsite in Springfield, IL, supports the Chief Financial Officer in managing budgeting, accounting, financial reporting, MIS, procurement oversight, and audits for the Springfield Housing Authority.

Position Overview

In this senior management capacity, the role involves planning, coordinating, and implementing financial controls and policies across the Finance Division. The incumbent assists in budgeting, financial reporting, and the stewardship of grant funds, while aligning procurement, MIS, and audit activities with HUD and SHA requirements.

Key Responsibilities

  • Assist the Chief Financial Officer with the Finance Division's planning, monitoring, and operation related to budget development, submissions, and HUD reporting, including quarterly, semi-annual, and annual reports, internal controls, and year-end activities.
  • Support HUD procurement compliance and oversee agency‑wide procurement of services, office furniture, equipment, and supplies.
  • Contribute to the Management Information System oversight, providing online databases, system hardware and software, and LAN configurations for the organization.
  • Monitor all budgets and grants and retain complete records and ledgers for budgets and grant funds.
  • Prepare budgets and grants for review and approval, and report on compliance with local, state, and federal HUD guidelines.
  • Assist in developing and implementing short- and long-term financial strategies in collaboration with the CFO.
  • Ensure accurate leave requests and timekeeping data, payroll summaries, and timely submission of time sheets for payroll processing.
  • Coordinate the Finance Division’s payroll activities and process time reports monthly for managers.
  • Maintain program budgets by identifying potential issues, communicating concerns to the CFO and CEO, and monitoring actual performance for trends.
  • Provide quarterly analyses of actual versus budget for asset managers, HCV and Self-Sufficiency program leaders, and executive management.
  • Prepare the Annual Budget for board approval, including income and expense projections and subsidy computations across Conventional, HCV, LIHTC properties, Modernization, Development, and related programs.
  • Stay informed on changing LIHTC, RAD, and other mixed-finance policy requirements and communicate implications to stakeholders.
  • Engage with third‑party property owners to support budget‑related decision making.
  • Develop and maintain records management procedures to ensure compliance within the division and SHA policies.
  • Develop procedures to ensure uniform implementation of SHA and HUD policies, regulations, and requirements within Finance.
  • May supervise mid-level managers in the absence of the CFO, providing guidance on goal-oriented work plans and performance evaluations.
  • Assist in budgeting to meet the authority’s short- and long-range goals, and handle administrative matters for SHA communications.
  • Review requisitions and purchase orders to obtain CFO approval for funding and payment
  • Contribute to quarterly Finance Division meetings to align on goals, status updates, and issues affecting SHA.
  • Assist with quarterly FDS submissions to HUD and coordinate annual audit activities to ensure a smooth process.
  • Maintain an up-to-date payroll system that interfaces with the HR system to provide current reporting, while recording time and attendance for all staff.
  • Cross-train to serve as Acting Chief Financial Officer and back up the CFO as needed; similarly, cross-train with the Finance Manager and Procurement Specialist for back-up coverage.
  • Uphold compliance with all applicable SHA policies and maintain regular attendance; perform additional duties as required.

Requirements

  • Master’s degree in accounting, business administration, or public administration with an emphasis in accounting from an accredited college or university.
  • Five (5) years of experience directly responsible for budget preparation, budget monitoring, and human resource management.
  • Four (4) years of supervisory experience in finance or systems management.
  • Or an equivalent combination of education, work experience, or certifications.
  • Three (3) to five (5) years of LIHTC and mixed-finance development accounting experience.
  • Knowledge of federal, state, local, public sector, and housing authority budgets, audits, grants, investments, financial reporting, procurement, inventory, AP/AR, MIS, and GAAP/GAAS processes and regulations.
  • Knowledge of LIHTC accounting for investments, including reporting entities in flow-through LLCs managing affordable housing partners.
  • Experience with not-for-profit accounting practices applicable to housing authority operations.
  • Awareness of occupational hazards and safety measures; strong analytical and problem-solving abilities.
  • Proficiency with office equipment, computers, and software; typing speed of 40 WPM with accuracy.
  • Ability to perform complex mathematical calculations, maintain comprehensive records, and generate computerized budget and accounting reports.
  • Capacity to manage the Finance Division and work independently in an organized, thorough, and accurate manner.
  • Ability to develop and implement policies and procedures to improve operations and to represent SHA as an executive senior manager with professional interpersonal skills.
  • Experience supervising technical and clerical staff, planning work schedules, and driving organizational initiatives.
  • Must hold a valid Illinois driver's license and be insurable as a SHA driver; periodic travel required.

Education and Experience
