Job Description
Milwaukee Health Services, Inc. is seeking a Chief Financial Officer to steward the organization’s financial operations from its Milwaukee, Wisconsin campus. The role merges strategic financial planning with policy development, grant oversight, and leadership of the finance team to support the organization’s healthcare mission. This on-site position requires a solid accounting background and a degree in Accounting or Business Administration, with at least five years of relevant experience in a senior finance role, preferably in healthcare.
Responsibilities
- Responsible for the financial operations of the corporation.
- Develop and administer accounting policies and procedures for multiple sections, including Corporate Accounting, Accounts Payable, Financial Systems Development, Accounts Receivable, Corporate Cost Reporting and Accounting Data Analytics.
- Prepare and administer the operating budget and tax returns.
- Ensure compliance and reporting for all local, state and federal grant fund management oversight.
- Ensure that accounting transactions are recorded and reported accurately and in a timely fashion.
- Supervise the accounting staff, accounts receivable, and billing staff.
- Responsible for financing and capital acquisition (and enhancement) activities and financial strategic planning.
- Develop and assist in the preparation of program operating budgets.
- Design and implement internal accounting policies and procedures in accordance with HRSA grant regulations and GAAP.
- Prepare and articulate corporate cost reporting; explain and make presentations to the board of directors, other fiscal intermediaries and funding agencies.
- Maintain the accounting system utilizing generally accepted accounting principles and techniques to systematically record, present, and interpret financial data.
- Prepare corporate financial statements consisting of assets, liabilities and fund balances; provide comparative budget to actual revenue and balance sheets and report bad debt write-offs for the fiscal period.
- Ensure that all necessary reports for the Governing Board, President/CEO and funding agencies are completed on time according to standard procedures.
- Record and control cash receipts, grant drawdowns, cash disbursements, bank transfers, and clinic cash deposits; ensure monthly statements are submitted to the Financial Committee and Board two working days before meetings.
- Reconcile all corporate bank statements.
- Review and approve in the finance department’s accounting software and Accounts Payable check runs.
- Review and approve all purchases on behalf of the corporation, ensuring adherence to Board-adopted purchasing guidelines.
- Ensure timely completion and submission of Medicare and Medicaid Cost Reports.
- Review cash requirement reports related to total accounts payable and available cash.
- Coordinate and oversee payroll-related functions with the Human Resources Manager.
- Directly oversee the Accounting Department, Accounts Receivable, Financial Reporting and Billing Departments, as well as MIS, payroll, and central supply until these functions are transferred to appropriate management.
Requirements
- Degree in Accounting/Business Administration from an accredited institution.
- Considerable knowledge of accounting principles, practices, and procedures.
- CPA or CMA required.
- A minimum of five (5) years of experience in an accounting position involving financial systems development, senior management oversight and corporate reporting.
- Experience should include emphasis on financial operations, maintenance of a central accounting system and budget preparation, preferably in a health care or related setting.
- Management and supervisory experience of at least five (3) years, preferably within a healthcare-related field or entity.
