Job Description

The Local Municipality seeks an experienced financial leader to oversee its financial operations from Ventress, Louisiana, providing leadership across budgeting, accounting, reporting, treasury management, and compliance to promote fiscal stability and operational excellence.

Summary

Senior financial executive responsible for the municipality's budgeting, accounting, reporting, treasury management, and compliance functions, aimed at ensuring fiscal stability and operational excellence.

Responsibilities

  • Act as a key financial officer and advisor to municipal leadership.
  • Develop and implement short- and long-term financial strategies, and maintain them.
  • Oversee annual operating and capital budgets, forecasting, and multi-year financial planning.
  • Direct accounting operations, including general ledger, accounts payable and receivable, payroll, and procurement.
  • Ensure timely, accurate monthly, quarterly, and annual financial statements.
  • Ensure compliance with GASB standards and applicable state and federal reporting requirements.
  • Lead annual audit preparation and coordinate with external auditors.
  • Oversee cash flow management, banking relationships, investments, and debt service obligations.
  • Monitor and optimize fund balances and reserves.
  • Develop, implement, and maintain robust internal controls.
  • Ensure compliance with municipal policies, state and federal regulations, grant requirements, and procurement laws.
  • Oversee risk management and insurance programs.
  • Assess existing processes and systems to identify modernization and efficiency opportunities.
  • Implement new or updated procedures that improve accountability, transparency, and accuracy.
  • Leverage technology and software to streamline financial operations.
  • Collaborate with department heads to support informed financial decision-making.
  • Present financial information, reports, and recommendations to elected officials and stakeholders.
  • Supervise and mentor finance or administrative staff as applicable.

Requirements

  • Bachelor’s degree in Accounting, Finance, Public Administration, Business Administration, or related field.
  • CPA, CGFO, or similar professional certification preferred.
  • Minimum 5–7 years of progressive experience in financial management, accounting, or municipal finance.
  • Prior government or public sector accounting experience strongly preferred.
  • Demonstrated experience managing budgets, audits, and financial operations.
  • Expert knowledge of governmental accounting, including GASB and GAAP.
  • Strategic financial planning and forecasting.
  • Strong analytical, problem-solving, and decision-making skills.
  • High proficiency with governmental accounting software and Microsoft Excel.
  • Exceptional attention to detail and accuracy.
  • Leadership and team management abilities.
  • Clear, confident communication skills, including written, verbal, and presentation abilities.
  • Ability to balance day-to-day operations with long-term planning.
  • Integrity, discretion, and sound professional judgment.

Compensation & Benefits

Annual Salary: $100,000-$125,000
