Job Description

Based in Richardson, Texas with a hybrid work arrangement, the Director of Financial Benefit & Payroll Accounting, Compliance and Investment Oversight leads the strategic management of payroll, financial benefit accounting, compliance, and investment oversight within a large, multi-program environment. The role collaborates with internal leadership, external auditors, regulators, trustees, actuarial firms, record keepers, and investment managers to safeguard financial integrity and deliver transparent, compliant reporting. Compensation ranges from USD 133,400 to 247,700 per year.

Responsibilities

  • Direct payroll accounting operations and supervise staff to ensure cohesive coverage of Payroll Accounting and Compliance Oversight, with effective internal relationships between staff and customers.
  • Ensure adherence to federal, state, and international payroll tax requirements, internal controls, and audit standards.
  • Oversee Benefits Financial Management for both qualified and nonqualified plans, including pension and 401(k), ensuring timely recognition of expenses and liability reporting.
  • Lead coordination with internal and external auditors and regulators to validate payroll, benefits, and investment compliance; supervise filings such as Form 5500 and Summary Annual Reports (SAR).
  • Collaborate with Treasury, Trustees, investment managers, monitors, and actuarial firms to align financial strategy with funding and plan requirements.
  • Partner with Treasury, Financial Reporting, Budgeting, HR, and other business units to provide forecasting, insights, and compliance guidance on payroll and benefits costs, including allocation and chargeback processes.
  • Drive automation and modernization of payroll accounting and compliance systems; maintain financial databases and ensure accuracy of statistical, management, and government reporting.
  • Coordinate efforts between internal and external auditors to address procedures, controls, compliance, and reporting requirements.
  • Coordinate with recordkeepers and monitor consultants to maintain alignment of investment policy and practices; participate in investment allocation and manager selection processes.
  • Collaborate with outside actuarial firms, record keepers, vendors, and trustees as appropriate for plan administration.
  • Partner with Treasury, Financial Reporting, and Financial Benefit Admin on ad hoc research and reporting needs.
  • Forecast, calculate, record-keep, and monitor all corporate fringe benefit pool budgets, including active employee, retiree, and health pools.
  • Oversee the timely processing of benefit deductions payments to vendors using defined accounts; develop automated systems for processing qualified benefit plan data and interfaces to internal and external financial systems and vendors.
  • Maintain statistical records of all benefit payments for company analysis and government reporting; manage forecasting, calculations, and monitoring of fringe pool budgets.
  • Ensure accurate recording of accounting entries for benefit expenses and liabilities across divisions’ fringe pools, including reporting and budget analysis.
  • Direct all benefit expense data processes, including accumulation, reconciliation, and verification.
  • Develop and maintain the Medicare D Drug Subsidy database; support subsidiary companies during audits.
  • Oversee control, record-keeping, monitoring, and safeguarding of all financial aspects of Pension Plan and 401(k) Plan activity for plan participants, including contributions, distributions, loans, benefit computations, anti-discrimination testing, compliance, accounting reconciliation, and government reporting; provide analytical documentation on investments.
  • Oversee the reconciliation of benefit liability accounts and ensure proper reporting to Financial Reporting, including preparation of Form 5500 and SAR filings.
  • Develop and maintain knowledge of related financial systems and cloud-based financial platforms.

Requirements

  • Bachelor’s Degree with emphasis in Mathematics or Accounting
  • Minimum 10 years of experience in employee benefits administration and or payroll accounting and compliance
  • Five years of proven supervisory experience
  • Proven experience in payroll tax compliance, accounting reconciliations, and audit coordination
  • Strong analytical abilities and financial acumen
  • Excellent organizational skills with experience managing multiple projects simultaneously
  • Clear verbal and written communication skills, with attention to grammar, precision, and audience-appropriate detail
  • Proficiency with PC tools, including Microsoft Excel and Word

Preferred Qualifications
