Job Description
The Director of Finance for MCCS San Diego provides executive-level oversight of financial resources, budgeting, and strategic advisory support to senior leadership. This onsite role manages a broad range of financial activities and requires close coordination with headquarters and service partners to sustain MCCS programs in the San Diego area.
Responsibilities
- Serve as the Director of Finance for MCCS San Diego with executive control over financial resources (appropriated and nonappropriated funds) and provide substantial advisory input on planned and ongoing program activities.
- Report directly to the MCCS Deputy Director.
- Oversee MCCS program activities with annual totals exceeding $55,000,000 in sales, appropriated fund support, payroll, and other income and expenses.
- Collaborate with MCCS Division Directors on the annual budget, long-range program planning, and capital improvement strategies.
- Participate in installation meetings such as MCCS Advisory Boards and command staff meetings, briefing senior officials on fiscal status and the financial impact of program changes.
- Coordinate frequently with HQ MR/MF and Global Business Services (GBS).
- Exercise substantial judgment in planning, organizing, and directing the integrated financial management system, providing program analysis, interpreting financial results, and advising operating managers on budgeting, official NAF accounting, payroll, property management, financial reporting, and fund security.
- Direct fiscal functions including month-end and year-end closings, banking and cash management, and the development of annual operating, cash flow, and capital budgets.
- Serve as a subject matter expert and direct advisor to senior leaders for the assigned division.
- Act as the primary financial point of contact and reporting authority to HQ MR/MF.
- Ensure adherence to technical procedures and methodologies across financial management processes by subordinates.
- Coordinate and integrate these functions into an effective system of financial control while ensuring regulatory compliance with applicable directives.
- Provide accountability for the Division's funds and assets, delivering monthly, quarterly, semi-annual, and annual financial results.
- Plan, organize work, and manage internal procedures and resources to maximize productivity and economies, pursuing actions to sustain efficiency.
- Oversee the preparation and approval of internal financial plans and related records, exercising authority over the approved budget.
- Regularly analyze programs and initiate corrective actions to support MCCS operating programs.
- Develop long-range plans aligned with internal directives and exercise delegated personnel management authority from the MCCS Deputy Director and MCCS Director.
- Supervise fiscal personnel, including staffing structures, performance objectives, and overall staff development; direct or indirect supervision of employees, including counseling, scheduling, and performance appraisals.
- Approve or disapprove leave and personnel actions; monitor for substance abuse and take appropriate action.
- Oversee the security of resources and implement procedures to minimize fraud, waste, and abuse.
- Provide World Class Customer Service with courtesy, assist customers, communicate positively, and resolve issues promptly; escalate when necessary.
- Uphold safety regulations, promptly report workplace hazards, injuries, illnesses, and property damage.
- Adhere to EEO principles and sexual harassment prevention standards.
- Perform other related duties as assigned.
Requirements
- Bachelor's degree in Accounting, Financial Management, or a related field plus four years of experience demonstrating broad knowledge of financial management, with a focus on budgeting, accounting, and financial reporting.
- MBA, CPA, or CMA is highly preferred.
- Mastery of budgeting and financing concepts sufficient to manage a Marine Corps installation finance section and provide staff direction and training for a comprehensive financial management program.
- Strong knowledge of management practices with the ability to analyze trends and implement improvements through innovative business practices.
- Experience engaging with individuals at various levels, including high-ranking military members, HQ staff, and civic leaders.
- Effective written and oral communication skills to present the financial condition of the depot and explain management decisions to top management and higher command.
- Knowledge of Marine Corps staff procedures and organization is a plus.
- Annual financial declaration is required.
- This is a white-collar role; occasional lifting up to 20 lbs may be required.
