Job Description
Responsibilities
- Directs the finance department and payroll services, including supervising, training, and developing the finance staff.
- Develops, implements, monitors, and evaluates financial policies, procedures, and internal controls to maximize effectiveness, accuracy, efficiency, and compliance with GAAP, GASB pronouncements, and applicable laws.
- Oversees financial services for member jurisdictions.
- Prepares, manages, and monitors the organization’s budget and annual budget process in accordance with Oregon Revised Statutes for councils of governments, including the cost allocation plan and budget committee facilitation.
- Monitors revenues, expenditures, and cash flow for all funds and departments to ensure financial viability and longevity.
- Leads the preparation of departmental and organizational financial reports, the Annual Combined Financial Report (ACFR), and management of external audits.
- Manages accounts receivable, accounts payable, and full‑cycle payroll processing, including quarterly and annual payroll tax reporting and W‑2 processing.
- Reviews contracts and grants for compliance with internal policies and applicable federal and state laws.
- Provides oversight of procurement in accordance with Oregon Public Contracting Laws.
- Directs financial activities and reporting for the Southern Oregon Center for Community Partnerships (SOCCP), a 501(c)(3) nonprofit.
- Offers consultation and technical assistance to management and staff on financial management; prepares information for decision‑making and planning.
- Manages insurance programs, including general liability, property, and auto coverage, along with claims and renewals.
- Assesses the impact of new laws or court rulings on financial processes and policies.
- Coordinates operational changes with the leadership team and monitors effectiveness, implementing adjustments as needed.
- Maintains professional knowledge through ongoing education, professional networks, and staff training.
- Acts as an active member of the organization’s collaborative leadership team.
Qualifications and Requirements
- Knowledge of Generally Accepted Accounting Principles (GAAP) and best practices for financial management and payroll processing.
- Knowledge of Governmental Accounting Standards Board (GASB) requirements and pronouncements is strongly desired but not required.
- Strong analytical and strategic thinking with creative problem solving, balancing detail with the big picture.
- Ability to quickly learn Oregon public budget and contracting rules and requirements.
- Commitment to personal and professional integrity with a servant leadership approach.
- Education: Bachelor’s degree with coursework in finance/accounting, public administration, business administration, or related field.
- Experience: Minimum five (5) years of progressively responsible experience managing a finance department; local government administration experience is desired but not required.
- Substitution: Any satisfactory equivalent combination of education, experience, and training.
- License: Possession of, or the ability to obtain and retain, an Oregon driver’s license by the time of appointment, or access to immediate point‑to‑point transportation.
- Vehicle: Personal vehicle or permanent access to one.
- Other: Pass Criminal History Background Check; demonstrate proficiency in the use of computer software.
Compensation
Salary range: USD 103,613.40 to 113,527.32 per year. The top of the range is 136,292.04. Hiring salary depends on qualifications, and exceptionally qualified candidates may be considered for higher steps within the range.
Location and Work Setup
Location: Central Point, Oregon. Work arrangement: onsite, in person.
