Job Description
The Manager, Financial Analysis - Budget Analyst Supervisor oversees the NM Public Education Department's budget analysis team, ensuring district and charter school budgets are reviewed and approved while coordinating training and stakeholder communications to preserve fiscal integrity across New Mexico public schools.
Responsibilities
- Review, analyze, and approve all operating budgets for school districts and charter schools.
- Monitor the distribution and use of more than $4.1 billion in State Equalization Guarantee (SEG) funding.
- Collect and analyze projected versus actual student membership data.
- Assess information related to the Teacher Cost Index and licensed employees certified via the National Board for Professional Teaching Standards.
- Conduct quarterly reviews of actual revenues, expenditures, and cash reports for districts and charter schools.
- Evaluate Emergency Supplemental Awards and Out-of-State Tuition Awards.
- Address school district or charter school Board of Finance suspensions.
- Provide technical support and training for district and charter school business personnel.
- Assist in developing the public-school support appropriation recommendation in relation to SEG.
- Coordinate Federal Reports including NPEFS, F33, and SLFS.
- Set mill levies for Capital Outlay and Debt Service Funds.
- Update the NM UCoA in OBMS and calculate the Rural Population Index for SEG purposes.
- Compute Energy Efficiency Credits for SEG purposes and update entity data in OBMS (eg, UEI).
- Maintain PED email lists for Superintendents, Charter Representatives, and School Business Officials.
- Prepare Bond Certification Certificates to issue GO Bonds or ETNs and handle other miscellaneous tasks.
- Oversee timely and accurate completion of district operating budgets.
- Manage OBMS and SharePoint systems, develop presentations, and deliver staff and stakeholder training.
- Motivate, guide, and supervise team members to ensure deliverables are completed on schedule and with accuracy.
- Serve as a primary contact for licensed School Business Officials, with periodic executive engagement with Superintendents and School Board Presidents.
Qualifications and Requirements
- Bachelor's Degree in business administration, economics, accounting, finance, or auditing plus six (6) years of experience in accounting, business administration, public administration, finance, or auditing, including two (2) years in a supervisory role.
- Alternatively, any combination of education from an accredited institution in a related field and/or direct experience totaling ten (10) years may substitute for the stated education and experience.

Must possess and maintain a valid New Mexico driver's license.

School Budget Bureau — Key Responsibilities
