Job Description
Based onsite in Washington, DC, the Small Business Finance Manager oversees the planning, tracking, and execution of SBIR and STTR financial activities across Booz Allen Hamilton's small business portfolio. The role emphasizes funding coordination, award tracking, and stakeholder engagement, and includes serving as a strategic advisor to ARPA-H on government funded R&D programs.
Responsibilities
- Contribute to the planning, monitoring, and execution of financial activities across the SBIR and STTR portfolios and related small business programs.
- Create and maintain budget trackers, financial dashboards, spend plans, and obligation plans tied to small business awards, topics, and solicitation cycles.
- Support portfolio and program budget planning, including forecasting, phasing, burn-rate analysis, funds tracking, and reconciliation of planned versus actual execution.
- Coordinate funding across SBIR and STTR phases and related mechanisms such as contracts, grants, cooperative agreements, OTAs, and other research funding instruments.
- Monitor financial status, commitments, obligations, expenditures, deobligations, and remaining balances across the portfolio and active awards.
- Assist in preparing cost estimates, funding packages, and other financial planning documentation tied to solicitations and awards.
- Prepare regular and ad hoc reports, leadership summaries, briefing materials, and analyses to inform Small Business program leadership decisions.
- Support internal reviews of small business financial data and identify risks, trends, gaps, and execution issues requiring leadership attention.
- Coordinate with acquisition, contracting, grants, and financial management stakeholders to ensure timely processing of funding actions and execution updates.
- Help ensure alignment between technical progress, project milestones, and financial execution across the small business portfolio.
- Assist in developing documentation for budget planning, funding requests, spend plans, and portfolio reviews tied to small business activities.
- Provide data driven support for portfolio reviews, strategic planning, and leadership discussions regarding resource allocation and execution performance.
- Establish and refine processes for financial tracking, reporting, and coordination across multiple parallel small business solicitation cycles and award phases.
Requirements
- 4+ years of experience in roles such as business finance, budget execution, accounting, financial analysis, or program control in government, research, healthcare, defense, or technology environments.
- Experience with the SBIR and STTR program lifecycle and the financial considerations across Phase I and Phase II.
- Experience supporting program or portfolio financial management, including budget planning, obligation and expenditure tracking, forecasting, reconciliation, and financial reporting.
- Experience with federal budget concepts and research funding mechanisms such as contracts, grants, cooperative agreements, and OTAs.
- Experience using Trello and Jira for project tracking, workflow management, and team coordination; experience with Power BI or Tableau for financial visualization and reporting.
- Experience supporting portfolio reviews, executive briefings, and senior leadership reporting in a small business or innovation program context.
- Experience supporting financial management within an R&D, advanced technology, biomedical, or healthcare focused organization.
- Demonstrated ability to develop and manage financial trackers, dashboards, reports, and metrics to support leadership decision making.
- Public Trust clearance.
- Bachelor's degree in Business, Finance, Accounting, Economics, or Public Administration.

Vetting
Applicants selected will be subject to a government investigation and may need to meet eligibility requirements of the U.S. government client. A Public Trust determination is required.
Compensation
The projected compensation range for this position is USD 53,000 to 108,000 annually. Booz Allen determines salary based on location, education, knowledge, skills, competencies, experience, contract-specific affordability, and organizational requirements. This posting closes within 90 days from the posting date.

Work Model
- Onsite: Work will primarily be performed at a Booz Allen office or customer facility, with opportunities for collaboration as required by the role.
