Job Description

Senior financial executive responsible for overseeing all financial management, accounting, budgeting, debt administration, and related administrative functions for the Town of Dillon.

Responsibilities

  • Provide professional, responsive, and courteous service to citizens, guests, Town staff, the Mayor, and other public officials; address inquiries, resolve concerns, and maintain a positive, consistent experience in every interaction.
  • Direct and prioritize Finance Department assignments and workflow.
  • Establish, maintain, and monitor internal controls and procedures within the Finance Department.
  • Oversee the preparation and presentation of the annual budget and annual audit.
  • Direct the preparation of all financial statements, including income statements, balance sheets, employment tax returns, and other required reports, ensuring timely delivery.
  • Manage ledgers such as cash disbursements, cash receipts, accounts payable, month-end payroll, accounts receivable, and journal entries to adjust the general ledger.
  • Present financial statements to Town Council as needed.
  • Oversee municipal debt issuance and administration, coordinate financing activities, ensure regulatory compliance, and manage ongoing reporting and obligations.
  • Analyze financial trends to reduce risks in investment and spending decisions.
  • Collaborate with Department Directors to assess and address the financial needs of their departments.
  • Maintain and monitor the Town’s checking and investment accounts, ensuring accurate records, proper cash management, and policy compliance.
  • Hire, supervise, train, assign responsibilities, and conduct annual growth and development evaluations for Finance Department staff.
  • Review biweekly payroll, utility billing, and insurance contracts and renewals.
  • Support Finance staff and provide cross-training as necessary.
  • Oversee and approve the Town’s information technology needs, including evaluating requirements, prioritizing purchases, coordinating with vendors and stakeholders, and aligning solutions with operations, security, and budget constraints.
  • Participate in weekly Department Director meetings and contribute professionally to discussions.
  • Attend all Town Council meetings and work sessions, plus other required meetings.
  • Fulfill additional duties as assigned.

Requirements

  • Strong understanding of financial policies and investment regulations.
  • Ability to create and manage government budgets.
  • Proven experience supervising staff, providing clear direction, fostering accountability, supporting professional development, and promoting a collaborative, high-performing team environment.
  • Excellent analytical and organizational skills with meticulous attention to detail; ability to evaluate complex information, juggle priorities, and maintain accurate records.
  • Proficiency in Microsoft Office Suite, Excel, database software, and accounting systems.
  • Solid understanding of budgetary and accounting principles, practices, and policies.
  • Strong written and verbal communication skills.
  • Bachelor’s degree in Business Administration, Accounting, or Finance (required).
  • Governmental accounting experience preferred.
  • Eight to ten years of financial management experience required.
  • Capable of working independently and responsibly.
  • Certified Public Accountant designation a plus.
