Finance Director

Mitten Talent Solutions is hiring a Finance Director for an onsite role in Lansing, MI. In this position, you will lead core municipal finance functions, from budgeting and financial reporting to audit coordination, payroll, accounts payable and receivable, and grant accounting, partnering closely with municipal and department leadership to support compliance and long-term fiscal health.

Role Overview

The Director of Finance will oversee the municipality’s financial accounting systems and processes. You will manage budget administration, financial statement preparation, and reporting for governing boards, state and federal agencies, and internal stakeholders, while also supporting audit readiness and improving financial controls and accounting procedures.

Key Responsibilities

• Oversee financial reporting and support the preparation of financial statements.
• Coordinate annual and special audits, including year-end close and audit schedules.
• Maintain accounting and budgeting records across the general ledger, accounts payable, accounts receivable, payroll, and related financial systems.
• Develop, administer, and monitor the annual budget in partnership with municipal leadership and department heads.
• Collaborate with departments on budget requests, including revenue projections, expense projections, and capital planning needs.
• Prepare financial reports required by governing boards, state agencies, federal agencies, and internal leadership.
• Attend board meetings, committee meetings, and other public meetings as required.
• Monitor expenditures, review budget activity, and support budget amendments when needed.
• Support grant accounting, including funding research, reporting, and compliance tracking.
• Review financial controls and recommend improvements to accounting procedures, reporting processes, and internal systems.
• Supervise and support finance department staff, promoting accuracy, accountability, and collaboration.
• Lead special projects and provide financial analysis, presentations, and recommendations to leadership.

Requirements

• Bachelor’s degree in finance, accounting, public administration, business administration, or a related field.
• Strong knowledge of municipal finance, governmental accounting, budgeting, financial reporting, and internal controls.
• Understanding of applicable financial regulations, public-sector reporting requirements, and fiscal management practices.
• Experience preparing budgets, financial statements, audit materials, reports, and financial analysis.
• Strong organizational skills with the ability to manage multiple priorities and meet critical deadlines.
• Proficiency with Microsoft Office Suite, especially Excel.
• Ability to assess complex financial situations, identify issues, and recommend practical solutions.
• Strong written and verbal communication skills.
• Ability to work professionally with administrators, department leaders, board members, staff, auditors, vendors, and the public.

Preferred Qualifications

• Five or more years of professional accounting, financial management, auditing, or public-sector finance experience.
• Municipal, county, township, city, or other government finance experience strongly preferred.
• Experience with BS&A software preferred.
• Experience with Precision Roads or Precision software is a plus.
• Experience with payroll, AP, AR, grant accounting, year-end close, audit coordination, pension/retirement plan administration, and budget development.
