Financial Analysis Specialist
Job Description
The Financial Analysis Specialist supports the ALTSD capital outlay program by managing and overseeing a portfolio of multi-year senior center projects, ensuring grant compliance, timely documentation, and coordinated progress reviews with grantees.
Key Responsibilities
- Manage and oversee up to 100 multi-year senior center capital outlay projects at any given time.
- Execute grant agreements and ensure project documentation aligns with program requirements.
- Review estimates and invoices to support accurate and timely submission of funding requests.
- Monitor project progress and track expenditure of funds to support proper allocation and availability of funding.
- Verify that grantees understand requirements, including spend-down expectations and completion thresholds.
- Ensure required Notices of Obligation are submitted prior to payment processing.
- Review and process pay requests.
- Maintain accurate project tracking to monitor status, deadlines, and overall progress.
- Coordinate quarterly meetings with grantees, including one in-person meeting annually and remaining meetings conducted via Teams.
- Provide technical assistance and outreach throughout the life of each project, including support for ALTSD’s annual capital outlay application process.
- Work closely with the bureau chief and internal staff to support internal coordination, compliance, issue resolution, and successful project completion.
Required Qualifications
- Bachelor’s degree in finance, accounting, economics, or business administration.
- Four (4) years of directly related experience in budgeting, accounting, and/or auditing.
- Education and experience substitution is permitted: any combination totaling eight (8) years from an accredited college/university in a related field and/or direct experience in the occupation may substitute for the stated education and experience.
- For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
- Must possess and maintain a valid Driver’s License.
- Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico, or pass and receive certification within 90 days of employment.

Working Conditions
- Office environment with exposure to VDT, and extensive personal computer and phone usage.
- Some sitting, standing, bending, and reaching may be required.
- Some travel is required to provide on-site assistance to grantees, as this is the most effective support method.
Schedule and Location
- Location: Santa Fe, NM (onsite)
- Working arrangement: Office setting with travel as needed
Compensation
USD 33 - 49 per hourly
