Job Description
The Financial Analyst III within the Departmental Analysis Division of Finance & Risk Management supports the preparation and administration of annual county budgets, performs data analysis, produces monthly forecasts, and monitors budget performance.
Responsibilities
- Performs countywide and department level financial studies to assess current and forecasted fiscal and operational trends, offering recommendations for new programs or service expansions.
- Collects, analyzes, and prepares financial and operational reports, including underlying assumptions, methodologies, findings, and recommendations to inform decision-making.
- Forecasts revenues and expenditures, conducts financial impact analyses, and builds forecasting models and tools to project budget trends, guide budgeting decisions, and ensure accuracy and long-term sustainability of estimates.
- Reviews and monitors designated county contracts (expense and revenue) to assess financial impact and reports findings.
- Prepares, reviews, and evaluates countywide and departmental budget requests, including operating budgets and Capital Improvement Program proposals.
- Analyzes and recommends funding levels for departmental CIP requests and assesses new and amended CIP budget proposals.
- Updates countywide and departmental budgets to reflect changes in operations, funding levels, and other adjustments as necessary.
- Monitors and evaluates the fiscal performance of operational and CIP budgets, providing recommendations for adjustments or improvements based on findings.
- Analyzes the fiscal impact of changes to federal, state, and local legislation and incorporates those impacts into budget planning.
- Designs economic models for forecasting departmental expenditures and revenues, identifies anomalies, and prepares reports on long-term financial projections.
- Participates in budgeting system design, development, and testing, including the preparation of budget books, and assists with tax duties such as gathering property tax rate data.

Minimum Qualifications
- A bachelor’s degree from an accredited college or university in accounting, finance, economics, business, public administration, or a closely related field, as defined by the department head at recruitment, and two years of professional experience in accounting, auditing, financial analysis, financial management, or budgeting.
- A master’s degree or CPA designation may substitute for one year of the required experience.
- Equivalent combination of education and experience may be substituted.
- One year with Pima County in an Accountant II or Financial Analyst II level in Central Services, or a related position as determined by the department head at recruitment.

Preferred Qualifications
- Minimum of three years of experience in preparing, developing, and monitoring annual budgets.
- Experience researching, gathering, and analyzing financial data (projections, revenue and expense analyses, budget documents) and communicating findings, variance explanations, and recommendations to department leadership.
- Proficiency with Workday, Adaptive, and Microsoft Excel, including Pivot Tables, VLOOKUPs, and financial formula functions.
